3. SOUNDBITE (English) Hervé Berville, Secretary of State for the Sea, France:
“We need to take action. We need to put oceans at the core of our diplomatic discussion and political priorities. And we need to have ambition, and when I say ambition, we need to have a BBNJ treaty that is effective, efficient, a universal

5. SOUNDBITE (English) Hervé Berville, Secretary of State for the Sea, France:
“protecting the ocean cannot be reached if we do not protect the High Seas and if we do not agree to get to a conclusion for the High Seas treaty.”
6. SOUNDBITE (English) Jane Fonda, actress, activist:
States control the waters 200 miles offshore, and after that it's the Wild West. I didn't realize that this massive expansion that covers our blue planet is without law. And as a result, and because of breed, we’re killing the creatures that didn't have it. And so I think that this treaty, that will lay the groundwork for creating 30 percent of the ocean into marine sanctuaries that cannot be fished in, is so important.”

8. SOUNDBITE (English) Laura Meller, Oceans Campaigner and Polar Advisor, Greenpeace Nordic:
“It was two months ago, just two months ago, that all governments agreed to protect at least 30 percent of the oceans by 2030. But without a strong global ocean treaty here and now, this target will be practically impossible to deliver.”

10. SOUNDBITE (English) Laura Meller, Oceans Campaigner and Polar Advisor, Greenpeace Nordic:
“While the oceans support all life on earth, and protection gives them a chance to recover after decades of mismanagement, bad treatment, and exploitation, a vast network of ocean sanctuaries, off limits to harmful activities, is what marine life needs now, in order to heal. So, a strong global ocean treaty is the tool we need to create those sanctuaries in the majority of the world's oceans.”

Storyline

Briefing journalists on expectations for the new High Seas Treaty, Jane Fonda, actress, and activist, said, “States control the waters 200 miles offshore, and after that, it's the Wild West.”

The final negotiations for a new global treaty to safeguard high-seas marine life resumed in New York from 20 February to 3 March.

In this regard, Jane Fonda, Hervé Berville, Secretary of State for the Sea of France, and Laura Meller, Oceans Campaigner and Polar Advisor, Greenpeace Nordic, met reporters today (21 Feb) in New York.

Fonda said, “I didn't realize that this massive expansion that covers our blue planet is without law. And as a result and because of breed, we’re killing the creatures that didn't have it. And so I think that this treaty, that will lay the groundwork for creating 30 percent of the ocean into marine sanctuaries that cannot be fished in, is so important.”

Hervé Berville, Secretary of State for the Sea of France, said, “We need to take action. We need to put oceans at the core of our diplomatic discussion and political priorities. And we need to have ambition, and when I say ambition, we need to have a BBNJ treaty that is effective, efficient, a universal.”

He also said, “protecting the ocean cannot be reached if we do not protect the high seas and if we do not treat them, to get to a conclusion for the High Seas treaty.”

Greenpeace Nordic’s Laura Meller noted, “It was two months ago, just two months ago, that all governments agreed to protect at least 30 percent of the oceans by 2030. But without a strong global ocean treaty here and now, this target will be practically impossible to deliver.”

She also said, “While the oceans support all life on earth, and protection gives them a chance to recover after decades of mismanagement, bad treatment, and exploitation, a vast network of ocean sanctuaries, off limits to harmful activities, is what marine life needs now, in order to heal. So, a strong global ocean treaty is the tool we need to create those sanctuaries in the majority of the world's oceans.”
