“Without an objective and transparent international investigation, the truth will not be uncovered as to what happened. Therefore, Russia openly and constructively is proposing to our colleagues in the Council that they adopt the resolution, which instructs the UN Secretary-General to make proposals on establishing an international Independent Commission to conduct a comprehensive, transparent and impartial investigation into what happened.”

“The United States categorically refutes Russia's unfounded allegations levelled against us in relation to this act of sabotage. The United States was not involved in any way. Period. As we have said previously, the international community cannot tolerate any deliberate actions to damage critical infrastructure. However, let us be clear on what Russia's draft resolution was, and what it was not. It was an attempt to discredit the work of ongoing national investigations and prejudice any conclusions they reached that do not comport to Russia's predetermined and political narrative.”

The Security Council today (27 Mar) failed to adopt a Russian-proposed draft resolution regarding the 26 September 2022 explosions that caused physical damage to the Nord Stream pipelines in the Baltic Sea.
Addressing the Council before the vote, Russian Ambassador Vasily Nebenzya said, “without an objective and transparent international investigation, the truth will not be uncovered as to what happened.”
Nebenzya said Russia “openly and constructively is proposing to our colleagues in the Council that they adopt the resolution, which instructs the UN Secretary-General to make proposals on establishing an international Independent Commission to conduct a comprehensive, transparent and impartial investigation into what happened.”
The draft resolution received three votes in favour, zero against, and 12 abstentions, failing to obtain the required nine affirmative votes to be adopted.
After the vote, US Ambassador Robert A. Wood said the United States “categorically refutes Russia's unfounded allegations levelled against us in relation to this act of sabotage.”
Wood said, “the United States was not involved in any way. Period. As we have said previously, the international community cannot tolerate any deliberate actions to damage critical infrastructure. The draft resolution requested Secretary-General António Guterres to establish an international commission to conduct an investigation into the incident.
