The High Representative for Disarmament Affairs, Izumi Nakamitsu, said, “Emanating from any arms transfer is the inherent risk of diversion of the equipment to unauthorized end users.”
Addressing the Security Council today (10 Apr) at a meeting called by the Russian Federation on the risks stemming from violations of the agreements regulating the export of weapons and military equipment, Nakamitsu said, “Measures to counter the potential diversion of weapons and ammunition contribute to international peace and security, particularly to conflict resolution and prevention efforts.”
She also said, “Transparency in armaments is yet another confidence-building measure, which can serve to reduce tensions, ambiguities, and misperceptions between Member States. The UN Register of Conventional Arms, which was established in 1992, remains a key tool in this regard.”
Nakamitsu then strongly encouraged all Member States to participate in this transparency mechanism.
Representing his country, Vasily Nebenzya, Permanent Representative of the Russian Federation to the United Nations, said, “Western countries continue to promote the concept of responsible behavior and strengthening control over weapons circulation.”

Also addressing the Security Council, Robert A. Wood, USA Deputy Permanent Representative to the United Nations, described today’s meeting as a “thinly veiled effort to portrait Russia as a responsible actor in arms control attempting to obfuscate the reality that it launched an unjustified arms invasion of its neighbor.”
Alice Jacobs, Deputy Counsellor of the UK Mission to the United Nations, said, “As it sources weapons for its war, Russia is violating the very UN sanctions it helped to draft on states such as Iran and the DPRK.”
