This has given advantage to armed groups and restricting the government's efforts in maintaining security.”

“There were attempts to smuggle weapons such as rockets to support the rebels, but the security forces are keeping a close eye on this. Most countries have been positively objective, especially Chad that has closed the border to prevent the rebels from reaching their lands. They have made some arrests and notified at the Sudan of the fact.”

“Regrettably, I report to this Council that the militias supported by the Rapid Support Forces have arrested the Head of the West Darfur State, Mr. Khamis Abdallah Abbaker yesterday, and he was killed and mutilated. It is also worth mentioning that Mr. Khamis represents one of the signatories on the Juba peace agreement. God bless his soul. He was neutral, as the other signatories on this agreement.”

“The crimes of the militia continue in the same manner to bring down the Sudanese state in connivance with entities that will be exposed soon. We must refer to this in UN reports because neutrality before crimes that amount to war crimes and crimes against humanity is but an encouragement for them to continue with these egregious crimes.”

Following a briefing by the Chair of the Security Council Committee on resolution 1591, Sudan’s Ambassador Al-Harith Idriss Al-Harith Mohamed today (15 Jun) told the Council that the resolution is “undermining the sovereignty and the strength of the state in Darfur and the protection of civilians because of the arms embargo imposed on the armed forces.”
Mohamed said the embargo “has given advantage to armed groups and restricting the government's efforts in maintaining security.”
The Ambassador told the Council “there were attempts to smuggle weapons such as rockets to support the rebels, but the security forces are keeping a close eye on this.”
He said neighbouring countries “have been positively objective, especially Chad that has closed the border to prevent the rebels from reaching their lands.”
“Regrettably,” Mohamed said, “militias supported by the Rapid Support Forces have arrested the Head of the West Darfur State, Mr. Khamis Abdallah Abbaker yesterday, and he was killed and mutilated.”
He noted that “Khamis represents one of the signatories on the Juba peace agreement” and was “neutral, as the other signatories on this agreement.”

The UN Assistance Mission in Sudan (UNITAMS) said it was “appalled and deeply shocked” at the killing of the Governor of West Darfur, calling for a halt to the spiralling violence and for those responsible to be brought to justice.
In a statement, UNITAMS strongly condemned the killing of Khamis Abbaker who just hours earlier on Wednesday, according to news reports, had publicly blamed the deaths of civilians caught up in the violence stemming from the military power struggle across Sudan, on the paramilitary Rapid Support Forces (RSF).
