But as dangerous is reluctance of the world to employ force and good accountability mechanisms to stop the aggressors. Ukraine remains steadfast in its pursuit of liberating sovereign territory within internationally recognized borders and freeing our citizens from the horrors of Russian occupation. This endeavour is not just a right but also duty."

“When evil faces defeat, it behaves exactly like the representative of the Russian delegation in this chamber, it often resorts to manipulation trying to portray itself as a victim. It persistently marks the mandate and procedures of this Council. All this because the Russian Federation is losing the war it has launched against the sovereign, independent and democratic country that stands firmly in defending itself and will do so as long as needed for victory in the war, which means liberation of our entire territory from Russian occupiers, full restoration of Ukraine's sovereignty within internationally recognized borders, and return of all Ukrainian citizens captured by Russia.”

Russian Ambassador Dmitry Polyanskiy today (31 Jul) told the Security Council that “the goal of the armed forces of Ukraine is to take hostages, take the inhabitants of Crimea as hostages and start negotiating with the classic terrorist approach.”

Polyanskiy said these actions occur “with the silent connivance of Western moralizers.”

The Russian representative said, “perhaps in your thoughts, you have concluded that the Ukrainians can use any means possible to defend themselves. I suggest that you think twice before stating this. The Kyiv regime is attacking not so much Russian military infrastructure, rather, peaceful cities and targets sometimes thousands of kilometres from the area of fighting."

Ukraine’s Ambassador Khrystyna Hayovyshyn for her part said, “Russian aggression against Ukraine presents the gravest threat to international peace and security. But as dangerous is reluctance of the world to employ force and good accountability mechanisms to stop the aggressors. Ukraine remains steadfast in its pursuit of liberating sovereign territory within internationally recognized borders and freeing our citizens from the horrors of Russian occupation.”

This endeavour, she said, “is not just a right but also duty."

Today’s Council meeting was requested by the Russian Federation under agenda item Threats to International Peace and Security. The Council also heard briefings by Raffi Gregorian, Deputy to the Under-Secretary-General and Officer-in-Charge at the United Nations Office of Counter-Terrorism (UNOCT), and by Sergey Chaulin, a Russian Civil Activist.
