“While the DPRK issued a pre-launch notification to the Japanese Coast Guard, it did not issue airspace or maritime safety notifications to the International Maritime Organization, the International Civil Aviation Organization, or the International Telecommunications Union. “It should be recalled that developing a military reconnaissance satellite was part of the DPRK’s five-year military development plan, unveiled in January 2021. In line with the plan, the DPRK has significantly increased its missile launch activities in 2022 and 2023, including more than 90 launches using ballistic missile technology, in violation of the relevant Security Council resolutions.”

Instead, they are celebrating – celebrating – violations of Security Council resolutions and continuing to block Council action.”

And through this action the US has demonstrated that the opinion and the views of other members of the Security Council is of no concern to it at all. Clearly the convening of today's meeting is merely a cynical, hypocritical attempt by the US and allies to step up pressure on Pyongyang and to detract attention from the reckless escalatory actions of Washington and its allies in the region, who represent the real sources of threats to international peace and security.”

A top political affairs official today (25 Aug) told the Security Council that the Democratic People’s Republic of Korea’s (DPRK’s) unannounced launches represent a serious risk to international civil aviation and maritime traffic.”
Following the DPRK’s 24 August, launch of a military reconnaissance satellite from the Sohae Satellite Launching Station, the Assistant Secretary-General for Political and Peacebuilding Affairs and Peace Operations, Khaled Khiari, said, “while the DPRK issued a pre-launch notification to the Japanese Coast Guard, it did not issue airspace or maritime safety notifications to the International Maritime Organization, the International Civil Aviation Organization, or the International Telecommunications Union.”
Khiari recalled that “developing a military reconnaissance satellite was part of the DPRK’s five-year military development plan, unveiled in January 2021.” In line with that plan, he said, “the DPRK has significantly increased its missile launch activities in 2022 and 2023, including more than 90 launches using ballistic missile technology, in violation of the relevant Security Council resolutions.”
In her address to the Council, Unites States Ambassador Linda Thomas-Greenfield said senior Russian and Chinese officials had “stood beside Kim Jong Un for a celebration of the regime’s ballistic missile advancements” last month.
Thomas-Greenfield said, “the DPRK’s nuclear threat is growing, and Russia and China are not living up to their responsibility to maintain international peace and security. Instead, they are celebrating – celebrating – violations of Security Council resolutions and continuing to block Council action.”
Russian Ambassador Vasily Nebenzya said the United States and other Council members had “requested a meeting themselves and they themselves immediately appointed it.”
Through this action, Nebenzya said, “the US has demonstrated that the opinion and the views of other members of the Security Council is of no concern to it at all. Clearly the convening of today's meeting is merely a cynical, hypocritical attempt by the US and allies to step up pressure on Pyongyang and to detract attention from the reckless escalatory actions of Washington and its allies in the region, who represent the real sources of threats to international peace and security.”

Security Council resolution 2397 (2017) reaffirmed the Council’s decision that the DPRK shall suspend all activities related to its ballistic missile programme, abandon all nuclear weapons and existing nuclear programmes in a complete, verifiable, and irreversible manner, and immediately cease all related activities.
