3. SOUNDBITE (French) Charles Michel, President, European Council:
“The United Nations system today is stiff and hobbled by hostile forces. We must assume our responsibilities, which means being engaged to put multilateral cooperation back on solid ground. To that end, we need to restore trust, solve the most urgent problems, and repair the United Nations system.”

5. SOUNDBITE (French) Charles Michel, President, European Council:
“Veto right in its current form is being abused. It leads the Council to be paralyzed. A permanent member of the Security Council can violate with impunity and fragrantly our charter and international law. It can even abuse its veto right to prevent sanctions against itself. It can even exploit the Council of Security to disseminate propaganda, disinformation, and lies – let’s be honest.”

7. SOUNDBITE (French) Charles Michel, President, European Council:
"The Charter says that a member of the Security Council must abstain or should abstain from a vote when it is the object of that vote. So, I call on the Council members to evoke this provision when Russia is concerned."
8. Wide shot, European Council’s President at podium
9. SOUNDBITE (French) Charles Michel, President, European Council:
“More than 50 low-income countries have defaulted on their debt, and another dozen others may follow soon. And this is especially due to servicing the debt that replaces the expenditure for social protection, health care, and education. Due to that, 165 million people worldwide have fallen into poverty. No one should have to choose between reducing the poverty reduction and the greening of the economy.”

11. SOUNDBITE (French) Charles Michel, President, European Council:
“Three years ago, Dr. Tedros and I launched the idea of an international treaty on pandemics. Together, we committed to try to persuade the international community to launch negotiations within the framework of the World Health Organization. The world needs an ambitious and legally binding instrument to prevent, prepare for, and respond to future pandemics with solidarity. And I call all of you to amplify your effort to conclude negotiations by 2024.”
