UN High Representative for Disarmament Affairs Izumi Nakamitsu called on all States that have previously declared moratoriums on nuclear testing, to “reaffirm these moratoriums” and to take “immediate” steps to sign and all ratify the Nuclear-Test-Ban Treaty (CTBT).
The 13th Conference on Facilitating Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty (Article XIV Conference) took place in New York, during which Panama and Norway took on the presidency of the Conference.
The High Representative for Disarmament Affairs Nakamitsu reiterated that the CTBT has created “a robust global norm rooted in our collective repugnance of nuclear tests and our shared understanding that preventing such tests is essential to the establishment and maintenance of a world free of nuclear weapons.”
However, Nakamitsu said, “as we reflect on the strides made, we are confronted with a stark reality of the Treaty has not yet entered into force.”
She explained that “the reason for this impasse is no secret. The eight remaining annex two States whose ratifications remain pending.”
Anniken Scharning Huitfeldt, Minister of Foreign Affairs of Norway and Co-Chair of the Conference reiterated that the CTBT and its international monitoring is “a key component of the global nuclear disarmament and Non-proliferation architecture.”
She underscored that through co-presidency with Panama, Norway will work for the entry into force of the CTBT.”

The Comprehensive Nuclear-Test-Ban Treaty (CTBT) contains a special mechanism to promote its entry into force – a conference designed to facilitate this objective takes place every other year. While its official designation is the Conference on Facilitating Entry into Force of the CTBT, it is more commonly known as the “Article XIV conference” in accordance with the relevant Treaty article.
