3. Wide shot, Russian Ambassador Vasily Nebenzya at the Security Council dais
4. SOUNDBITE (Russian) Vasily Nebenzya, Permanent Representative to the United Nations, Russian Federation:
“Exactly a year has passed since the act of sabotage in the Baltic Sea nearly as much time has passed since the first Security Council meeting on this topic. Over the past 12 months we have heard a great deal about how the national investigations carried out by Germany, Denmark and Sweden are about to find the culprits of this crime any day now. However, there have been no results so far, nor are there any to this day despite seven meetings of the Security Council on this topic, both open and closed meetings. At the same time more and more evidence is emerging in the expert community, showing that the Nord Stream explosion is the work of Washington which stoop to committing this outrageous crime guided by a narrow selfish desire to consolidate its dominance in Europe, which is in dire need of Russian energy resources.”
5. Wide shot, Council
6. SOUNDBITE (English) Vasily Nebenzya, Permanent Representative to the United Nations, Russian Federation:
“What is the point of holding back the collective efforts of Council members if these countries themselves have doubts as to the effectiveness of the work they are undertaking? All this looks very much like an imitation of vigorous activity and an attempt to deprive council members of access to information that is directly related to the maintenance of international peace and security.”
7. Wide shot delegates
8. SOUNDBITE (English) John Kelley, Political Counsellor, Permanent Mission to the United Nations, United States:
“The United States maintains confidence in the ongoing investigations into the facts of what happens led by the governments of Denmark, Germany and Sweden. The attacks took place in Denmark and Sweden's maritime zones and these governments are conducting thorough and impartial investigations. Russia has repeatedly claimed it seeks an impartial investigation, despite its own premature attempts to place the blame on certain countries. It is no surprise it selectively promotes narratives in this Council that comport with its preordained conclusions, while dismissing alternative views. Any country with such an incident within its territory would expect to first conduct its own investigation. This Council should disregard accusations and speculation and allow Denmark, Germany and Sweden to conclude their work.”

Nebenzya said, “over the past 12 months we have heard a great deal about how the national investigations carried out by Germany, Denmark and Sweden are about to find the culprits of this crime any day now. However, there have been no results so far, nor are there any to this day despite seven meetings of the Security Council on this topic, both open and closed meetings.”

He said, “this outrageous crime” was guided “by a narrow selfish desire to consolidate its dominance in Europe, which is in dire need of Russian energy resources.”

The Russian Ambassador asked, “what is the point of holding back the collective efforts of Council members if these countries themselves have doubts as to the effectiveness of the work they are undertaking?”

He said, “all this looks very much like an imitation of vigorous activity and an attempt to deprive council members of access to information that is directly related to the maintenance of international peace and security.”
