Briefing the Security Council today (9 Oct) on the situation in Ukraine, the Under-Secretary-General for Political and Peacebuilding Affairs, Rosemary DiCarlo, said, “Residents of Kherson, Zaporizhzhia, Dnipro, Lviv, Sumy, Donetsk, Odesa, Kyiv, and other regions continued to face unrelenting and often indiscriminate attacks.”
DiCarlo said, “In recent weeks, civilians and civilian infrastructure across Ukraine have remained under nearly constant fire.”
On Thursday (5 Oct), the small village of Hroza in the Kupiansk district of Ukraine’s Kharkiv region suffered one of the deadliest attacks on civilians since the beginning of Russia’s full-scale invasion of Ukraine in February of last year.
At least 52 people were reportedly killed when a missile hit a shop and café, and several others were injured.
DiCarlo said the attack wiped out a sixth of Hroza’s population, and no family in this community was left untouched.
Less than 24 hours later, missiles struck buildings in the center of Kharkiv – Ukraine’s second largest city - reportedly killing a 10-year-old boy and his 68-year-old grandmother.
Thirty people were reportedly wounded, including an 11-month-old infant.
These attacks occurred in an area surrounded by restaurants, apartment buildings, and other civilian infrastructure.
On Friday (6 Oct), a Russian drone attack damaged a grain silo in the Izmail district of the Odesa region.
This was the latest in a series of strikes on Ukrainian grain infrastructure.
DiCarlo explained that combined with Russia’s withdrawal from the Black Sea Initiative, such attacks destroy the livelihoods of Ukrainian farmers and risk impacting the lives of millions of food-insecure people worldwide.
She continued, “In recent weeks, the impact of the war has expanded in the Black Sea, with reports of the widespread use of sea mines that could threaten civilian navigation. A military incident in the Black Sea, whether intentional or by accident, could further destabilize the region.”

She continued, “The attacks on ports we continue to see – the latest incident was last Friday – as well as the threats to shipping – are therefore entirely unacceptable and must stop.”
According to the Office of the UN High Commissioner for Human Rights (OHCHR), as of 8 October, 27,768 civilian casualties have now been recorded across Ukraine, including the deaths of 560 children.
“And we know that the true toll is likely far greater,” commented Msuya.
According to Msuya, not just civilians are paying the price.
Attacks against humanitarian workers, as well as humanitarian facilities and assets, have risen dramatically since the escalation of hostilities in 2022.
The number of humanitarians who have been reportedly killed in the line of duty has almost tripled, from 4 in 2022 to 11 so far this year.
This is despite the fact that humanitarian organizations continue to notify both parties of their movements and of the facilities they use so they can factor them into military operations and avoid harming or impeding humanitarian personnel.
Representing his country, the Russian Permanent Representative to the United Nations, Vasily Nebenzya, said, “I’d like to ask our Western colleagues: don't you understand that the Kiev junta is simply using you, retransmitting, via you, fake news that are then convincingly debunked? Or even worse, are you doing this deliberately, becoming complicit in this unprecedented propaganda and mendacious anti-Russian campaign?”

She stated that she spoke on behalf of the EU and its Member States and that North Macedonia, Montenegro, Albania, Ukraine, the Republic of Moldova, Bosnia and Herzegovina, Georgia, Iceland, Monaco, and San Marino aligned with her statement.
