“As the war continues without an end in sight, we remain particularly concerned about the continued, near-daily attacks on civilians and civilian infrastructure throughout Ukraine. According to the Office of the High Commissioner for Human Rights (OHCHR), 9933 have been killed and 18,302 injured since February last year. The actual figures are likely considerably higher, as many reports from areas with ongoing hostilities are still pending corroboration.”

“Tragically, attacks on civilians and civilian infrastructure have continued. Communities near the frontlines in the Kharkiv, Kherson, Zaporizhzhia, Sumy, Cherkasy, Donetsk and Luhansk regions of Ukraine remain under constant shelling. The past few weeks have seen a pattern of escalation of attacks on critical infrastructure, including attacks on energy infrastructure, across the country. The impact of these attacks on the lives of civilians is of particular concern, especially at the onset of the winter period.”

“On 1 November, Ukraine reportedly experienced the most extensive shelling of the year, with 118 settlements across 10 Ukrainian regions targeted within 24 hours. The overnight strikes reportedly killed two people, one in the region of Kharkiv and another in the Kherson region. On 3 November, nine people were reportedly killed in a missile strike in the Ukrainian town of Chaplynka currently under Russian control in the Kherson region of Ukraine.”

Kyiv regime three times in the space of a day attacked civilian targets in the center of the city, launching missiles from HIMARS and Hurricane.”

“As you are well aware of the Russian Federation is deeply concerned with the fact that one year after the Nord Stream attack, we still do not have any concrete information regarding the investigations conducted by Denmark, Germany and Sweden, let alone any of their findings. This situation is aggravated by the spread of questionable not to say absurd accounts of events circulated in the media that totally distract, most probably in a deliberate way, the attention of the international community from establishing the facts around the crime in question. Nevertheless, we demonstrated at most flexibility on that and the final version of our PRST [Security Council Presidential Statement] contained very mild and prudent language.”

A top UN official for Europe, Central Asia and Americas said that in Ukraine, “the past few weeks have seen a pattern of escalation of attacks on critical infrastructure, including attacks on energy infrastructure, across the country. The impact of these attacks on the lives of civilians is of particular concern, especially at the onset of the winter period.”
Miroslav Jenča, Assistant Secretary-General for Europe, Central Asia and Americas today (08 Nov) briefed the Council on the situation in Ukraine.
He said, “As the war continues without an end in sight, we remain particularly concerned about the continued, near-daily attacks on civilians and civilian infrastructure throughout Ukraine.”
According to the Office of the High Commissioner for Human Rights (OHCHR), 9933 have been killed and 18,302 injured since February last year.
He added, “the actual figures are likely considerably higher, as many reports from areas with ongoing hostilities are still pending corroboration.”
The UN senior official said, “Tragically, attacks on civilians and civilian infrastructure have continued. Communities near the frontlines in the Kharkiv, Kherson, Zaporizhzhia, Sumy, Cherkasy, Donetsk and Luhansk regions of Ukraine remain under constant shelling.”

For his part, Russia Ambassador Vasily Nebenzya said that the meeting was requested after a “massive shelling by the Ukrainian Armed Forces of densely populated areas of Donetsk on 7th of November.”
He added, “In principle, we could have requested this meeting also on the subject of the consequences of supplies of Western weaponry to Ukraine. Kyiv regime three times in the space of a day attacked civilian targets in the center of the city, launching missiles from HIMARS and Hurricane.”

The United States’ Deputy Permanent Representative and Alternate Representative for Special Political Affairs, Robert A. After closed consultations held by the Council later today, Russia Ambassador talked to reporters. He said, “as you are well aware of, the Russian Federation is deeply concerned with the fact that one year after the Nord Stream attack, we still do not have any concrete information regarding the investigations conducted by Denmark, Germany and Sweden, let alone any of their findings.”
He continued, “this situation is aggravated by the spread of questionable not to say absurd accounts of events circulated in the media that totally distract, most probably in a deliberate way, the attention of the international community from establishing the facts around the crime in question. The text, according to Nebenzya, didn’t get the consensual support of the Council.
