“The focus of the Political Parties Forum this month is to examine the options for the adoption of a federal system of governance in South Sudan, hopefully stimulating your thought processes before the ministerial-led federalism workshop in January. The Revitalized peace Agreement of 2018 stipulates the adoption of a federal system of government in South Sudan, and the questions around federalism and constitutional governments are at the core of Sudan and South Sudan's modern history and politics.”

“These discussions will guide stakeholders in having a clear understanding on political and governance needs of South Sudan and facilitate results-oriented and meaningful contributions to the process. The forum must continue to, truthfully and in letter and spirit, encourage political leadership to implement fully and timelessly all chapters of the Agreement. Furthermore, we must deliberate on how to implement these chapters without leaving youth and women behind.”

“I think we want to achieve an informed audience that is better prepared so when the workshop comes in January, they have a clear understanding of the options that are open to them so they can have an informed debate and dialogue on the way forward, rather than just an understanding of the term federalism.”

With merely 13 months remaining until its first post-independence elections in South Sudan, UNMISS and partners hosted a political parties' forum on federalism to galvanize momentum in ongoing peace processes.

This monthly forum comes at an opportune time given the reconstitution of key national institutions mandated to oversee electoral and constitutional processes.

In September this year, UNMISS commissioned three South Sudanese experts to research federalism and devolution in six selected countries and prepare scenarios on possible federal models that could be implemented in South Sudan.

The UN peacekeeping mission hopes that such interactions will help kickstart productive and informed discussions on the possibility of establishing a federal governance system in South Sudan ahead of a conference on this topic scheduled for January 2024.

The political parties’ forum is a dialogue initiative aimed at enhancing discourses among political actors in South Sudan and raising awareness of their responsibilities towards their people.
