"We would like to very warmly to thank the Security Council first of all for having accessed to our request and for having done it in the record time. The request to expand logistical support of MONUSCO to provinces in the DRC those which were not initially under its current mandate, and to do this to make the current electoral process more effective. As the process has arrived at the end of the campaign, electoral process per se has begun and this will allow the people of the DRC to vote tomorrow.”

Storyline

The Security Council today (19 Dec) unanimously adopted a resolution to renew the mandate the mandate of the UN Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) for one year, until 20 December 2024.

The resolution was tabled by France and received the backing by all 15 countries that comprise the Council membership.

Following the adoption of the resolution, Carolyn Oppong-Ntiri, Deputy Permanent Representative of Ghana, speaking on behalf of the A3 (Gabon, Ghana, Mozambique), said, “the A3 voted in favor of the draft resolution, because we believe that it signifies an effort on the part of the penholder to bridge widely divergent views, expressed from negotiations on a plethora of issues in the DRC, which have a direct bearing on the MONUSCO mandate, such as human rights, armed groups, and regional support among others.”

The United States’ Deputy Permanent Representative Robert A. Wood said, “the United States is proud to have voted in favor of this resolution, which clearly response to the Democratic Republic of Congo’s request to change the status quo while maintaining the mission’s core responsibility to protect civilians amidst its gradual, responsible and sustainable withdrawal."

He continued, "the United States also appreciates that the Council responded quickly and favorably to the DRC government's formal request from MONUSCO to provide logistical support to national elections in North Kivu, South Kivu, Ituri and other provinces.”

For his part, Zénon Mukongo Ngay, Permanent Representative of the Democratic Republic of the Congo to the United Nations, said, “We would like to very warmly to thank the Security Council first of all for having accessed to our request and for having done it in the record time.
