Emergency Relief Coordinator Martin Griffiths today (31 Jan) told the Security Council that Israel continues to reject entry of humanitarian goods into Gaza “for reasons which are, at least to us, unclear and inconsistent.”

Griffiths noted that on repeated occasions, “the whole truck gets sent back If there are items on it which are possibly dual use and therefore prohibited.”

The humanitarian Chief stressed that the Occupied Palestinian Territory is dependent on the Palestine Refugee agency (UNRWA) being adequately funded and operational. He said, “UNRWA's life-saving services - as was mentioned by so many member states yesterday - to over three quarters of Gaza's residents should not be jeopardised by the alleged actions of a few individuals.”

Griffiths said defunding the organization was “a matter of extraordinary disproportion.”

He called on the various Member States that have paused funds from UNRWA to reconsider, given the catastrophic impact.

United states Ambassador Linda Thomas-Greenfield, in her briefing to the Council, weighed in on the International Court of Justice (ICJ) case brought by South Africa against Israel pursuant to the Convention on the Prevention and Punishment of the Crime of Genocide. She said, “we must be honest about what the court did not order. Specifically, it has not ordered an immediate cease fire. It has not made any finding that this preliminary phase of the proceedings, that Israel committed genocide or otherwise violated the Genocide Convention, and indeed, the United States continues to believe that such allegations are unfounded.”

According to the Office for the Coordination of Humanitarian Affairs (OCHA), since the start of hostilities, more than two dozen humanitarian partners have established a presence on the ground in Gaza and are providing health services to more than half a million people.

About a dozen emergency medical teams are working in Gaza, with two additional teams set to arrive next week. As of the end of this month, these EMTs have treated more than 12,400 patients needing emergency surgeries, as well as treatment for severe acute malnutrition and non-communicable diseases.

Meanwhile, hundreds of thousands of people in Gaza lack adequate shelter, and displaced communities urgently need shelter supplies to protect themselves from harsh weather. Over the course of the last week, our humanitarian partners distributed more than 1,000 family tents in Khan Younis and Rafah for displaced people without shelter.

They also provided more than 1,400 bedding items and 1,100 clothing kits to those displaced in Rafah.
