The Under-Secretary-General, United Nations Office for the Office of Counter-Terrorism (UNOCT) Vladimir Voronkov, today (15 Feb) said Daesh “continues to pose a serious threat to international peace and security, notably in the conflict zones, despite significant progress achieved by member states in countering the threat.”

Voronkov said, such progress has translated into a sizeable reduction in the group's operational capacities in some regions.”

He told the Council that member states’ efforts to counter the financing of terrorism “continue to yield tangible results.” He noted that Daesh financial reserves “are currently estimated between 2 million and 25 million dollars, down from hundreds of millions a few years ago.”

In her briefing to the Council, the Executive Director of the Counter-Terrorism Committee Executive Directorate, Natalia Gherman, said, “the transnational and decentralised character of the threat posed by Daesh and its affiliates continues to demand a nimble international strategy focusing on multilateralism, information sharing and cooperation across borders.”

Gherman pointed out that Daesh and its affiliates “are becoming more ingrained in parts of the African continent.”

She said, “they are exploiting the political instability and expanding their radius of influence, their operations, and territorial control in the Sahel with growing concerns for coastal West Africa.”

Also briefing, the Secretary General of INTERPOL, Jürgen Stock said, “the international community has made truly monumental efforts in countering the phenomenon and in implementing Security Council Resolutions 2178, 2253 and 2396.”
