“The devastating effects of conflict not only destroy infrastructure, but also fracture societies and displace communities, leaving scars that take generations to heal. We have seen it recently in Haiti, Gaza, South Sudan and many other places. As we saw in the recent humanitarian affairs segment and the transition from relief to development meeting, the promise of sustainable development will be incomplete if we do not take decisive action in humanitarian response and invest in prevention.”

“We must listen to the voices of the most marginalized people. Including their experiences and knowledge not only enriches our discussions, but also ensures that our solutions are truly comprehensive and effective. Women and girls, meanwhile, often those most affected by crises, are also often the bearers of innovative and resilient solutions that we must value and support. Without their full participation, our efforts to achieve the Sustainable Development Goals will be incomplete and less effective.”

“Reform of the international financial architecture is critical, especially for developing countries, which are not receiving the level of support that they need, at the scale and with a sense of urgency. Above all, we cannot lose sight of a deeply sobering fact that less than one fifth of the SDGs are on track. This should be unacceptable for all of us. But it is also fixable if we summon the commitment, the ideas the solutions and the investments that drive our progress so far.”

Speaking at the opening session of the 2024 United Nations high-level political forum on sustainable development (HLPF), the President of the Economic and Social Council (ECOSOC) Paula Narváez today (8 Jul) said, “the promise of sustainable development will be incomplete if we do not take decisive action in humanitarian response and invest in prevention.”

Narváez said, “the devastating effects of conflict not only destroy infrastructure, but also fracture societies and displace communities, leaving scars that take generations to heal. We have seen it recently in Haiti, Gaza, South Sudan and many other places.”

The ECOSOC President said, “we must listen to the voices of the most marginalized people. Including their experiences and knowledge not only enriches our discussions, but also ensures that our solutions are truly comprehensive and effective.”

Women and girls, she said, are “often those most affected by crises,” and also “the bearers of innovative and resilient solutions that we must value and support.”

Without their full participation, Narváez said, “our efforts to achieve the Sustainable Development Goals (SDGs) will be incomplete and less effective.”

Also addressing the Forum, Deputy Secretary-General Amina Mohammed said, “reform of the international financial architecture is critical, especially for developing countries, which are not receiving the level of support that they need, at the scale and with a sense of urgency.”

Above all, Mohammed said, “we cannot lose sight of a deeply sobering fact that less than one fifth of the SDGs are on track.”

The HLPF in 2024, without prejudice to the integrated, indivisible and interlinked nature of the SDGs, will review in-depth: Goal 1. End poverty in all its forms everywhere; Goal 2. End hunger, achieve food security and improved nutrition and promote sustainable agriculture; Goal 13. Take urgent action to combat climate change and its impacts; Goal 16. Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels; and Goal 17. Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development.

The July 2024 HLPF will be the first HLPF under the auspices of ECOSOC after the 2023 SDG Summit - the HLPF convened under the auspices of the General Assembly in September 2023. The HLPF will support the implementation of the Political Declaration of the SDG Summit to advance the 2030 Agenda and the SDGs. It will also contribute to the preparations for the Summit of the Future to be held in September 2024.

The 2024 HLPF will draw from the experience of the 37 countries conducting Voluntary National Reviews. It will also hear from other countries and participants about experiences, best practices and lessons learned in implementing the 2030 Agenda and its SDGs.
