17 SEPTEMBER 2024, NEW YORK CITY
2. Wide shot, Palestinian Ambassador Riyad Mansour walks up to General Assembly rostrum
3. Med shot, Israeli delegation
4. Med shot, United States delegation
5. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, State of Palestine:
“If we need to identify two cardinal rules, two pillars upon which the international law-based order was built, they would be the right of people to self-determination and the prohibition of the acquisition of territory by force. And these are the rules that Israel has been breaching openly and brazenly for decades without consequences. The Court fulfilled its mandate by unequivocally identifying the legal consequences for Israel.”
6. Wide shot, Mansour at the rostrum
7. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, State of Palestine:
“Now that the Court has answered the request, it is time for the General Assembly to uphold its mandate and for all states to uphold their own obligations to ensure Israel compliance with its own in the face of its blatant non-compliance and relentless breaches.”
8. Wide shot, Mansour walks away
9. Wide shot, Israeli Ambassador Danny Danon walks up to General Assembly rostrum
10. SOUNDBITE (English) Danny Danon, Permanent Representative to the United Nations, Israel:
“I was certain, certain that the first revolution that would be brought before you all would be the unanimous, unequivocal condemnation of terror, the rape, the torture, the kidnappings that took place on that darkest of days. Yet there has been no condemnation, no resolutions. Instead, we gather here to watch the Palestinian’s UN circus. A circus where evil is righteous, war is peace, murder is justified, and terror is applauded.”

12. SOUNDBITE (English) Danny Danon, Permanent Representative to the United Nations, Israel:
“This resolution perfectly represents the priority over the Palestinian Authority. It slanders Israel, ignores our right to defend our people, and seeks to isolate us. The PA has teamed up with the radicals in the region posing a grave threat, not just do it well, but to the entire Middle East.”
13. Wide shot, United States Ambassador Linda Thomas-Greenfield walks up to General Assembly rostrum
14. SOUNDBITE (English) Linda Thomas-Greenfield, Permanent Representative to the United Nations, United States:
“Adoption of a one-sided resolution that selectively interprets the substance of the ICJ opinion does not advance what we all want to see, and that is progress toward two states living in peace side by side. This proposed resolution advances the flawed and indeed false idea that adopting a text here in New York can somehow resolve what is easily one of the most complex and persistent diplomatic challenges of our time.”
15. Various shots, General Assembly
Speaking ahead of a General Assembly vote on a draft resolution on the advisory opinion of the International Court of Justice (ICJ) on the legal consequences of Israel’s policies and practices in the Occupied Palestinian Territory (OPT), Palestinian Ambassador Riyad Mansour today (17 Sep) said the Court had “fulfilled its mandate,” while Israeli Ambassador Danny Danon said the resolution “perfectly represents the priorities of the Palestinian Authority.”
In his address to the 10th emergency session of the General Assembly, Mansour said, “if we need to identify two cardinal rules, two pillars upon which the international law-based order was built, they would be the right of people to self-determination and the prohibition of the acquisition of territory by force. And these are the rules that Israel has been breaching openly and brazenly for decades without consequences.”
Mansour said, “now that the Court has answered the request, it is time for the General Assembly to uphold its mandate and for all states to uphold their own obligations to ensure Israel compliance with its own in the face of its blatant non-compliance and relentless breaches.”
Danon said he had expected a resolution of the General Assembly that would declare an “unanimous, unequivocal condemnation of terror, the rape, the torture, the kidnappings that took place on that darkest of days.”
Yet, he said, “there has been no condemnation, no resolutions. Instead, we gather here to watch the Palestinian’s UN circus. A circus where evil is righteous, war is peace, murder is justified, and terror is applauded.”
Danon said the draft resolution “slanders Israel, ignores our right to defend our people, and seeks to isolate us” and added that the Palestinian Authority (PA) “has teamed up with the radicals in the region posing a grave threat, not just do it well, but to the entire Middle East.”
For her part, United States Ambassador Linda Thomas-Greenfield expressed her opposition to the draft resolution. She said, “adoption of a one-sided resolution that selectively interprets the substance of the ICJ opinion does not advance what we all want to see, and that is progress toward two states living in peace side by side. This proposed resolution advances the flawed and indeed false idea that adopting a text here in New York can somehow resolve what is easily one of the most complex and persistent diplomatic challenges of our time.”
With 96 Member States slated to speak at the GA, the vote is expected to take place Wednesday (18 Sep) at 11 am.
