5.SOUNDBITE (English) Philippe Lazzarini, Commissioner-General, UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA):
“Legislation to end our operations is ready for final adoption by the Israeli Knesset. It seeks to ban UNRWA’s presence and operations in the territory of Israel, revoking its privileges and immunities in violation of international law. If the bills are adopted, the consequences will be severe.”
6. Med shot, OCHA Director of Financing and Partnerships Division, Palestinian representative
7. SOUNDBITE (English) Philippe Lazzarini, Commissioner-General, UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA):
“Operationally, the entire humanitarian response in Gaza – which rests on UNRWA’s infrastructure – may disintegrate. Coordination with Israel would cease, further disrupting the provision of shelter, food, and healthcare to people in desperate need as winter approaches.”

9. SOUNDBITE (English) Philippe Lazzarini, Commissioner-General, UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA):
“Legally, the Knesset legislation violates Israel’s obligations under the UN Charter and international law. It defies the will of the international community expressed through General Assembly resolution 302 on UNRWA, and deepens violation recognized by the International Court of Justice Politically, the anti-UNRWA legislation, which is part of a broader campaign to dismantle the Agency, seeks to strip Palestinians from their refugee status, and change – unilaterally – the parameters for a future political solution.”
10. Wide shot, Security Council
11.SOUNDBITE (English) Philippe Lazzarini, Commissioner-General, UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA):

13. SOUNDBITE (English) Philippe Lazzarini, Commissioner-General, UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA):
“Failing to push back against attempts to intimidate and undermine the United Nations in the occupied Palestinian territory will eventually compromise humanitarian and human rights work worldwide. This Council must decide to which extent it will tolerate acts that strike at the heart of multilateralism and compromise international peace and security.”
14. Wide shot, Security Council
15. SOUNDBITE (English) Philippe Lazzarini, Commissioner-General, UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA):
“We can uphold the UN Charter and enforce international law, including the Geneva Conventions and the decisions of international courts, without exception or we can concede that the post-World War II rules-based international order is at an end.”
16. Med shot, OCHA Director of Financing and Partnerships Division, Palestinian representative
17. SOUNDBITE (English) Lisa Doughten, Director, Financing and Partnerships Division, UN Office for the Coordination of Humanitarian Affairs (OCHA):
“Widespread suffering persists while the humanitarian situation worsens. The recent evacuation orders issued by Israeli authorities for large areas of northern Gaza, along with intensified ground operations, risk more death, destruction and yet another mass displacement of civilians. Once again, utter chaos ensues as the world watches on.”
18. Med shot, OCHA Director of Financing and Partnerships Division, Palestinian representative
19. SOUNDBITE (English) Lisa Doughten, Director, Financing and Partnerships Division, UN Office for the Coordination of Humanitarian Affairs (OCHA):
“We also remain deeply concerned about the worsening situation in the West Bank. Over the past year, Israeli military operations, along with rampant settler violence and house demolitions, have led to a sharp rise in fatalities, widespread destruction and forced displacement.”
20. Med shot, OCHA Director of Financing and Partnerships Division, Palestinian representative
21. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“This is genocide. And you must make sure that nothing you do, nothing you say, enables that genocide. And you must act to stop it. As Council, as States, as international community. We denounce complicity and we denounce complacency, and we denounce self -inflicted powerlessness.”
22. Wide shot, OCHA Director of Financing and Partnerships Division, Palestinian representative, delegates
23. SOUNDBITE (English) Danny Danon Permanent, Representative to the Permanent Mission to the United Nations, Israel:
“This fight is not over, unfortunately, the Israel Defense Forces will continue to operate until all the objectives of this war are met, until Hamas' military capabilities are dismantled and all, all our hostages returned.”

26. SOUNDBITE (English) Danny Danon Permanent, Representative to the Permanent Mission to the United Nations, Israel:
“Senior Hezbollah officials have the audacity to demand that Israel ceasefire. Let me be clear about that: no one should mistake the arrogance of these terrorists for diplomacy. Hezbollah calls for a ceasefire, where simultaneously murdering Israeli civilians with their rockets. If Hezbollah wants the situation to deescalate, it is very simple, they also do two things. First, they must immediately stop shelling our civilian communities. Second, Hezbollah must withdraw to the north of the river.”

28. SOUNDBITE (English) Danny Danon Permanent, Representative to the Permanent Mission to the United Nations, Israel:
