“It is clear that a desperate and impoverished Russia needs external support for this war to continue. Any country providing assistance to Russia's aggression is thereby prolonging Russia's illegal war. That committee is a safeguard against the DPRK development of nuclear weapons. Russia's increasing military dependence on Iran and the DPRK is endangering the world, particularly by increasing DPRK and Iran's ability to threaten the Indo Pacific and the Middle East on a catastrophic level.”

“The DPRK servicemen are supposed to wear Russian uniforms and use Russian small arms. They will also be provided with Russian identity documents. Notably to conceal their presence, the DPRK servicemen are expected to be integrated into the Russian units manned by representatives of ethnic minorities from the Asian part of Russia.”

Assistant Secretary-General Miroslav Jenča today (30 Oct) told the Security Council the United Nations could not confirm reports of North Korean troops being deployed to the Russian Federation, but warned that if verified, it might fall within the scope of relevant resolutions on DPRK.
Jenča said, “we have followed with serious concern the recent reports of military personnel of the Democratic People's Republic of Korea, DPRK, being deployed to the Russian Federation, including the possible deployment to the conflict zone.”
He urged “all relevant actors to refrain from any steps that may lead to spillover and intensification of the war in Ukraine.”
United Kingdom Ambassador Barbara Woodward told the Council that it was “clear that a desperate and impoverished Russia needs external support for this war to continue.”
“Any country providing assistance to Russia's aggression” Woodward said, “is thereby prolonging Russia's illegal war.”
United States Ambassador Robert A. Wood for his part questioned “what Russia must be giving to the DPRK and Iran in return for their assistance.” At a minimum, he said, “we know Russia is blocking the DPRK sanctions committee from operating.”

Russian Ambassador Vasily Nebenzya dismised the claims and said, “the statements about the North Korean soldiers in our front should not surprise no one, because they are all barefaced lies, and they're trying to distract from truly significant problems that threaten international peace and security.”
