“Transfers of arms and ammunition and the provision of other forms of military assistance to the armed forces of Ukraine have continued. Information from various governments regarding these transfers is accessible through open sources. The transfers have reportedly included heavy conventional weapons such as battle tanks, armoured combat vehicles, combat aircraft, helicopters, light calibre artillery systems, missile systems and uncrewed combat aerial vehicles, as well as remotely operated munitions and small arms and light weapons and their ammunition.”

“There are no effective plans, A, B, C, or otherwise, which could be used to change the catastrophic situation for the Ukrainian army. Neither Kyiv, nor Washington, nor London, nor Brussels have such a plan, nor can they come up with one. It's clear that without the West's direct involvement in a war with a nuclear power - something that the Ukrainian president utterly wants - Ukrainian military will continue to retreat and sustain catastrophic losses.”

PRC based companies have even collaborated with Russian defence firms to design and produce long range attack drones. China cannot credibly claim to be a voice for peace when it enables Russia to wage the largest war in Europe in decades.”

“China has not provided weapons to any party related to the conflict in Ukraine, and China has strictly managed dual use items according to WTO rules and market rules. Together with Russia, Ukraine and other countries, China has conducted normal economic and trade cooperation. This is legal and there is nothing to blame. We oppose the US practice to smear China on the question of Ukraine and to conduct long-armed jurisdiction and sanction Chinese companies and entities on this question. We will defend the legitimate rights of Chinese individuals and entities.”

We just received some information, just coming in minutes ago that indicates that there are, right now, 8,000 DPRK soldiers in Kursk Oblast. And I have a very respectful question for my Russian colleague; Does Russia still maintain that there are no DPRK troops in Russia?”

The Director of the United Nations Office for Disarmament Affairs (UNODA), Adedeji Ebo, today (31 Oct) told the Security Council both Russia and Ukraine have continued to receive arms, ammunition and other forms of military assistance, and urged all concerned “to refrain from any steps that may lead to further spill over and intensification of the war.”
Ebo said the armed forces of Ukraine have reportedly received “heavy conventional weapons such as battle tanks, armoured combat vehicles, combat aircraft, helicopters, light calibre artillery systems, missile systems and uncrewed combat aerial vehicles, as well as remotely operated munitions and small arms and light weapons and their ammunition.”
While Russia has also reportedly received weapons such as uncrewed aerial vehicles, ballistic missiles and ammunition, Ebo highlighted recent reports that refer to “the presence of third party military personnel in the Russian Federation to assist in military operations against Ukrainian forces.”
Russian Ambassador Vasily Nebenzya, in his address bto the Council said, “there are no effective plans, A, B, C, or otherwise, which could be used to change the catastrophic situation for the Ukrainian army. Neither Kyiv, nor Washington, nor London, nor Brussels have such a plan, nor can they come up with one.”
Nebenzya stressed that it was “clear that without the West's direct involvement in a war with a nuclear power - something that the Ukrainian president utterly wants - Ukrainian military will continue to retreat and sustain catastrophic losses.”
United States Ambassador Robert A. Wood said, “China cannot credibly claim to be a voice for peace when it enables Russia to wage the largest war in Europe in decades.”
Responding to the US Ambassador’s statements, China’s representative, Ambassador Geng Shuang said China “has not provided weapons to any party related to the conflict in Ukraine, and China has strictly managed dual use items according to WTO rules and market rules.”
Shuang said, “together with Russia, Ukraine and other countries, China has conducted normal economic and trade cooperation. This is legal and there is nothing to blame.”
He said, “we oppose the US practice to smear China on the question of Ukraine and to conduct long-armed jurisdiction and sanction Chinese companies and entities on this question. We will defend the legitimate rights of Chinese individuals and entities.”
Requesting the floor for a reply, Ambassador Wood said, “I'm not going to respond to my Chinese colleague as I've been very clear. And I have a very respectful question for my Russian colleague; Does Russia still maintain that there are no DPRK troops in Russia.?”
In the last 24 hours alone, scores of civilians have been killed and injured across Ukraine amid attacks in Kharkiv, Kherson, Donetsk, Sumy and Dnipro regions. Those attacks damaged civilian infrastructure, according to local authorities.
