“So first, I expect that it will have stages. You know, it's not going to happen overnight. There will be a few stages, few requirements. You know, the most important condition for us is the withdrawal of Hizbullah, North of the Litani. We said it from the beginning that that will be our goal in this war. Then there will be other stages in the agreement regarding the UN. As far as I know, the UN is not part of the agreement, but the presence of UNIFIL over there is important, and we are grateful for that. I'm in constant connection with the peacekeeping department at the UN that are visiting the area, they are involved. They know about what's happening, and I think they have also to take advantage of the situation and make sure that the UNIFIL presence is more effective.”

The United Nations Security Council convened on Monday (25 Nov) to discuss the intensifying conflict in Israel and Palestine, with diplomats highlighting a range of grave concerns, from escalating violence to humanitarian crises and contentious political decisions. Briefing the Security Council Palestinian representative Riyad Mansour said, “Surrender is not an option.”
Muhannad Hadi, Deputy Special Coordinator and Humanitarian Coordinator for the Middle East Peace Process, detailed recent hostilities involving Israel and Lebanon. “Israeli military operations continued across the Blue Line with Lebanon, as did the firing of rockets by Hizbullah toward Israel, including a barrage this weekend,” Hadi said. He also reported the looting of a UN convoy in Gaza, which resulted in the loss of 97 out of 109 trucks carrying food supplies and described a deadly operation by Palestinian authorities targeting looters. “On 18 November, over 20 people were reportedly killed by armed Palestinians in an operation said to be led by the Gaza Ministry of Interior,” he added.
Turning to developments in the West Bank, Hadi noted, “Israeli planning authorities advanced approximately 120 housing units in settlements in Area C,” adding that “and on 5 November, Israeli forces demolished nine homes in East Jerusalem.” Hadi also said, “While these dangerous steps accelerate, some ministers are now openly calling for the annexation of the occupied West Bank.”
U.S. Representative Robert A. Wood condemned increasing settler violence in the West Bank, describing attacks on Palestinian civilians and property in Jurat Al Khiel and Jalud. “We are concerned increased attacks also are preventing Palestinians from harvesting their olive crops,” Wood said.
Russian Ambassador Dmitry Polyanskiy called for an immediate ceasefire, stating, “It is clear to all, all of us, that [hostage] release will only be possible with an immediate ceasefire in the Gaza Strip.” Polyanskiy criticized the U.S. for vetoing a last week’s resolution, claiming, “By vetoing the E10/S draft, the USA found itself in total international isolation.”
Palestinian representative Riyad Mansour challenged the Israeli representative to hear global calls for a ceasefire, saying, “Listen to the people who want their hostages to be released, not to be killed on daily basis. Cease fire. Cease fire now.” Mansour reiterated Palestine’s commitment to self-determination, declaring, “Surrender is not an option. Freedom will not be surrendering.”
Israeli Ambassador Danny Danon replied questioning the un-existent condemnation of Hamas, asserting, “If you want to move forward, you have to say no to Hamas and yes for cooperation.” He also condemned recent moves by the International Criminal Court as “an insult to the victims of real war crimes.”
Danon also announced that Israel is “moving toward a cease fire with Lebanon.” Briefing reporters before the Security Council session, Danon described his vision for the negotiations, saying that “it will have stages” and “is not going to happen overnight.” Danon said, “the most important condition for us is the withdrawal of Hizbullah, North of the Litani. We said it from the beginning that that will be our goal in this war.”
Special Coordinator Tor Wennesland joined the session for his last briefing in the position and underscored the complex nature of the crisis. “This is a very difficult job to entertain in a situation where anyone serious from the UN will have to deal in an impartial way, with both sides,” he said.
