As part of his visit to Lebanon, United Nations Secretary-General António Guterres today (17 Jan) visited the United Nations Interim Force in Lebanon (UNIFIL) Headquarters in Naqoura, south Lebanon and met with UNIFIL peacekeepers as well and Lebanese Armed Forces officers.

The Secretary-General expressed his gratitude for the courage and determination of the UN peacekeepers, who have been working in very challenging circumstances.

During his time on the ground, the Secretary-General visited several positions in UNIFIL that had been hit by Israeli forces last year.

Speaking to UNIFIL peacekeepers, Guterres said, “all of you are not just on the Blue Line of Lebanon, you are on the front line of peace.”

He commended peacekeepers “continued service -- in line with the decision for peacekeepers to remain in position to implement your mandate under resolution 1701” which he said, “was essential and remarkable.”

The Secretary-General said, “now, thanks in no small part to your efforts, we are in a period of relative calm that needs to be nurtured. This represents a long-awaited opportunity to support the parties make real progress towards fully implementing resolution 1701 and delivering enduring security and stability for the people of Lebanon and Israel. He stressed that “the continued occupation by the Israel Defense Forces inside the UNIFIL area operations and the conduct of military operations in Lebanese territory are violations of resolution 1701 and pose continued risk to your safety and security” and “must stop.”

He also noted that “UNIFIL also uncovered over a 100 weapons caches belonging to Hezbollah or other armed groups since 27 November,” and said, “the presence of armed personnel, assets and weapons other than those of the Government of Lebanon and of UNIFIL between the Blue Line and Litani River are also clear violations of resolution 1701 and undermine Lebanon’s stability.”

Later in the day, Guterres visited UNIFIL Position 1-31 and made a tour of destroyed Naqoura village.

This evening, upon his return to Beirut, the Secretary-General, along with the UN Special Coordinator in Lebanon, Jeanine Hennis-Plasschaert, and the UNIFIL Force Commander, General Aroldo Lázaro, was expected to attend a working dinner hosted by the caretaker Prime Minister of Lebanon, Najib Mikati.

Saturday, the Secretary-General was expected to spend the day in Beirut, where he would meet with President Joseph Aoun, Prime Minister Designate Nawaf Salam and the Speaker of the Parliament, Nabih Berri. The Secretary-General was expected to hold a press conference late Saturday afternoon. He would return to New York on Sunday and be at the Security Council meeting on the Middle East on Monday.
