3. SOUNDBITE (English) Jay Dharmadhikari, Deputy Permanent Representative to the United Nations, France:
“We echo the Secretary General's call at the Arab summit in Cairo yesterday to immediately let humanitarian aid flow into the Gaza Strip. We call on Israel to abide by its obligations under international law and to allow and facilitate the safe, unconditional, massive and hand-in-dirt delivery of humanitarian aid at scale, as well as to ensure the protection of civilians and other protected persons, including humanitarian workers in line with international humanitarian law. All relevant Security Council resolutions must be implemented, including resolution 2720 and 2735. Second, we call on parties to find a way forward to the next phases of the ceasefire agreement and hostage release deal, and we commend the efforts of Egypt, Qatar and the United States to facilitate the talks. We express our condemnation of Hamas’ ongoing retention and cruel treatment of the hostages, and we reiterate the call for their release. We need a permanent ceasefire that can pave the way for the release of all remain hostages and for the reconstruction of Gaza. We reiterate our strong condemnation of terrorism. The delivery of humanitarian aid to civilians in need is non-negotiable in accordance with international humanitarian law. Third, we welcome regional efforts to cohere around a single plan for the next phase in Gaza, and we stand ready to support and develop these ideas further. We are clear that any plan must have no role for Hamas, must ensure Israel's security, must not displace Palestinians from Gaza, in accordance with resolution 2735, and should support the unity of West Bank and Gaza under the Palestinian Authority’s mandate. Israelis and Palestinians deserve to live side by side in peace and security. We reiterate our unwavering commitment to the vision of the two-state solution, where two democratic states, Israel and Palestine live side by side in peace within secure and recognized borders, consistent with international law and relevant UN resolutions.”
4. Pan right, ambassadors walk away
In a joint statement read today (5 Mar) by French Ambassador Jay Dharmadhikari, the 5 European members of the Security Council called on Israel to “immediately let humanitarian aid flow into the Gaza Strip,” and called on parties “to find a way forward to the next phases of the ceasefire agreement and hostage release deal.”
Dharmadhikari, speaking on behalf of Denmark, Greece, Slovenia, the United Kingdom, and his country, France, called on Israel “to abide by its obligations under international law and to allow and facilitate the safe, unconditional, massive and hand-in-dirt delivery of humanitarian aid at scale, as well as to ensure the protection of civilians and other protected persons, including humanitarian workers in line with international humanitarian law.”
He commended the efforts of Egypt, Qatar and the United States to facilitate talks on the ceasefire and hostages deal and expressed their “condemnation of Hamas’ ongoing retention and cruel treatment of the hostages.”
The French diplomat said, “we need a permanent ceasefire that can pave the way for the release of all remain hostages and for the reconstruction of Gaza.
The statement also welcomed “regional efforts to cohere around a single plan for the next phase in Gaza” and stressed that “any plan must have no role for Hamas, must ensure Israel's security, must not displace Palestinians from Gaza, in accordance with resolution 2735, and should support the unity of West Bank and Gaza under the Palestinian Authority’s mandate.”
Finally, the ambassadors reiterated their “unwavering commitment to the vision of the two-state solution, where two democratic states, Israel and Palestine live side by side in peace within secure and recognized borders, consistent with international law and relevant UN resolutions.”
