“In February and March, the AFC/M23, backed by the Rwandan Defence Force, advanced further in North and South Kivu. By mid-March, it had consolidated its control over Idjwi territory and several chiefdoms in the Uvira highlands, in South Kivu, while also continuing its expansion into Walikale territory in North Kivu. Today, AFC/M23 controls large parts of both provinces, North Kivu and South Kivu, and threatens to expand into Tshopo and Maniema provinces.”

It is imperative that all parties honour their stated commitment to silence the guns and pursue a peaceful solution.”

To date, no Rwandan soldier has withdrawn from the territory of the Democratic Republic of the Congo, no M23/AFC elements have withdrawn from Goma, Bukavu, or any of the controlled areas, and no illegitimate parallel administration has been dismantled.”
