“The present Prep-com of the NPT represents a critical opportunity to narrow the gaps among state parties on their divergent views, to consolidate areas where their views converge, and set a pathway for a successful conference next year. In the view of the Chair, the current environment should not be used and indeed cannot be a basis for an excuse not to take the steps required for disarmament. Rather, the present security context needs disarmament and non-proliferation and arms control measures if we are to survive as humanity.”

These are issues to which many non-nuclear policies attach great importance.”

“I hope that State Parties will look at the bigger picture of a third consecutive failure to reach an agreed outcome and be in a position to demonstrate the required flexibility for us to be able to move forward. So, that is my, response in terms of the challenges that we see. Regardless of the challenges, we need to do what we need to do to get the process moving and to ensure that the integrity of the treaty and the credibility of the process is not jeopardised.”

The Chair of the Third Session of the Preparatory Committee for the 2026 Review Conference of Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, Harold Agyeman today (28 Apr) said, “the present security context needs disarmament and non-proliferation and arms control measures if we are to survive as humanity.”

Talking to reporters in New York, Agyeman said, “the present Prep-com of the NPT represents a critical opportunity to narrow the gaps among state parties on their divergent views, to consolidate areas where their views converge, and set a pathway for a successful conference next year,” and stressed that “the current environment should not be used and indeed cannot be a basis for an excuse not to take the steps required for disarmament.”

He cautioned that “success of the review conference in 2026 is neither automatic nor guaranteed,” and is “very much dependent on the political will of States parties, especially the ability to demonstrate progress on article six obligations of the Treaty and to ensure mutual and strengthened accountability for the related implementation of existing commitments.”

Agyeman, who is Ghana’s Ambassador to the UN, said, “while we should not lose sight of the ultimate objective for the total elimination of nuclear weapons, in the interim, we should accord priority to realising the goals required for stronger negative security assurances and greater transparency and accountability by nuclear weapon states.”

He expressed hope that State Parties “will look at the bigger picture of a third consecutive failure to reach an agreed outcome and be in a position to demonstrate the required flexibility for us to be able to move forward.”

Regardless of the challenges, the Chair said, “we need to do what we need to do to get the process moving and to ensure that the integrity of the treaty and the credibility of the process is not jeopardised.”

The Prep-com is taking place in New York from 28 April to 9 May, while the 2026 Conference of the Parties will take place in New York in April and May 2026.
