On 9 June, delegates from around the world will convene at the United Nations Ocean Conference (UNOC3), in Nice, France, to accelerate action and mobilize all actors to conserve and sustainably use the ocean.
In an interview ahead of the Conference, Li Junhua, UN Under-Secretary-General for Economic and Social Affairs and UNOC3 Secretary-General, said that the ocean is facing an unprecedented crisis due to climate change, plastic pollution, ecosystem loss, and the overuse of marine resources.
The overarching theme of the Conference is “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean”.
The Conference, comprising an opening segment, ten plenary sessions, ten Ocean Action Panels and a closing segment, aims to support further and urgent action to conserve and sustainably use the oceans, seas and marine resources for sustainable development and identify further ways and means to support the implementation of SDG 14.
Junhua highlighted, “Achieving SDG14 by 2030 actually requires almost like US$175 billion annually, but again, unfortunately, less than $10 billion was allocated between 2015 and 2019, making the SDG14 most underfunded Goal.”
He continued, “The conference itself will adopt a brief, concise, action-oriented declaration and compile voluntary commitments from all sectors as part of what will be referred to as the Nice Ocean Action Plan.”

The Conference will build on existing instruments to form successful partnerships towards the swift conclusion and effective implementation of ongoing processes that contribute to the conservation and sustainable use of the ocean.
Junhua said, ““The Paris Climate Agreement of 2015 actually set ambitious goals to limit global warming, and now, ten years later, we are going to have the UNOC3 to address the interconnected crisis facing our oceans. Challenges like plastic pollution, overfishing, biodiversity loss, ocean acidification, and warming are very much interlinked, and they are also exacerbating to the climate change. So, both require transformative actions, keeping in mind the human dimension.”
The Conference will involve all relevant stakeholders, bringing together Governments, the United Nations system, intergovernmental organizations, international financial institutions, other interested international bodies, non-governmental organizations, civil society organizations, academic institutions, the scientific community, the private sector, philanthropic organizations, Indigenous Peoples and local communities and other actors to assess challenges and opportunities relating to, as well as actions taken towards, the implementation of Goal 14.
Junhua concluded, “The voluntary commitments in the Nice Ocean Action Plan will certainly showcase the vision and determination of governments, businesses, and civil society. We hope the Conference will inspire unprecedented ambition, innovative partnerships, and maybe a very healthy competition.”
The high-level 2025 United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development (the 2025 UN Ocean Conference) will be held in Nice, France, from 9 – 13 June 2025, co-hosted by France and Costa Rica.
The UN Secretary-General has appointed the Under-Secretary-General for Economic and Social Affairs, Li Junhua, as the Secretary-General of the Conference to oversee its preparations.
