After almost 80 days of full blockade on any supplies to Gaza, the Israeli authorities launched a militarized distribution system in the south. The United Nations and NGOs have warned that the new system does not meet the needs or dignity of people in Gaza, puts them at risk, and runs contrary to humanitarian principles. OCHA / UNIFEED

4. SOUNDBITE (Arabic) woman:
“Shame on them, we have never reached this point before Why is this happening? Why did we reach this point? My son has not had bread in 4 days.”
5. Various shots, on-the-ground handheld filming alongside residents as they navigate these fenced corridors
6. SOUNDBITE (Arabic) man:
“Where do we turn to? No food, no water, nothing. I'm waiting on my kids. People are stealing from each other now.”
7. Various shots, crowds
8. SOUNDBITE (Arabic) man:
“This mechanism is not OK. This mechanism is loaded with fear and death.”
9. Various shots, people passing through barbed-wire passageways
10. SOUNDBITE (Arabic) man:
“I walked a long distance, from near the sea. From Nuseirat to here and look at us. We’re leaving with nothing. Going back empty handed.”
11. Various shots, heavily armed personnel from American private security companies standing as a barrier before residents waiting for aid
12. SOUNDBITE (Arabic) man:
“We needed a mechanism to aid us, but it was not enough. Look, some people got aid, but everyone else got nothing. What's the point? I came all this distance, and I ran, for nothing?”

18. SOUNDBITE (English) Jonathan Whittall, OPT Head of office, United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA):
“This newly developed distribution scheme, for lack of a better phrase, is more than just the control of aid. It's essentially engineered scarcity. They'll be for distribution hubs, as we understand it, located in central and southern Gaza, secured by, by private US, security contractors, where those Palestinians that can reach them will receive minimum rations.”

28 MAY 2025, JERUSALEM

20. SOUNDBITE (English) Jonathan Whittall, OPT Head of office, United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA):
“The new distribution model can't possibly meet Gaza's needs. That's clear. And knowing you're designing a plan that falls short of just basic minimum obligations under international law is essentially an upfront admission of guilt. The US backed entity that's been created to deliver on this plan, the Gaza Humanitarian Foundation, is essentially institute finalizing Israel's restrictions on a delivery from the outset.”
