“How can we help countries that have excessive debt and can’t invest in their own futures? Three billion people live in countries where governments spend more on debt interest payments than on health and education combined. Lowering the cost of borrowing will reduce debt service and free up investment in the SDGs. And when countries need to restructure their debt, we need a debt architecture that enables timely, orderly, effective and fair restructurings for those that need it most."

Storyline

The Fourth International Conference on Financing for Development (FFD4), to take place in Sevilla, Spain, from 30 June to 3 July 2025, will bring together world leaders to advance solutions to financing challenges threatening the achievement of sustainable development. Governments, international organizations, financial institutions, businesses and civil society will come together to commit to financing our future through a renewed global framework for financing for development.

Ahead of the Conference, Mariangela Parra-Lancourt, a UN Economist explained, “A better future takes effective financing. This includes funding for hospitals, medicine, clean water, schools, teachers, and the vital services and infrastructure needed to ensure a fair and dignified life for all.”

“That’s why we need to leverage all sources of financing: public and private, national and international. To make the world a better place, invest in our future,” Parra-Lancourt said.

Financing is the fuel for a better life for all, the UN Economist emphasized, highlighting that “every $1 spent on girls' education gives around $3 return, driving billions in economic growth through a more educated labour force; Every $1 invested in water and sanitation returns 4 times that amount in reduced health care costs; Every $1 invested in disaster risk reduction can save $15 in post-disaster recovery.”

Explaining the ways to pay it, Parra-Lancourt said, “Boost public funding — by helping countries collect taxes fairly, reduce illicit financial flows and spend with impact.”

“Make development banks stronger — because their ability to offer targeted and transformative finance is a powerful tool of development finance. Create incentives to attract private investment in sustainable development, fairly sharing risks and benefits,” she added.

The Conference in Sevilla is expected to adopt the Compromiso de Sevilla, an intergovernmentally negotiated outcome, which was approved for adoption by consensus at the Fourth Preparatory Committee Meeting for FFD4 on 17 June.

The Conference will mark the beginning of implementation of the outcome document, signaling a new phase of collective action on financing for development. Coalitions of countries and diverse stakeholders will announce ambitious commitments and concrete solutions under the Sevilla Platform for Action that will boost the renewed financing framework and setting out a turning point from dialogue to delivery.
