7. SOUNDBITE (English) Miroslav Jenča, Assistant Secretary-General for Europe, Central Asia and Americas, Departments of Political and Peacebuilding Affairs and Peace Operations:
“The information provided further notes that as part of this investigation, the Federal Public Prosecutor General of Germany has announced that a Ukrainian national was arrested in Italy on 21 August 2025, based on a European arrest warrant requested by the German authorities. The United Nations is therefore not in a position to comment on the ongoing investigations or legal proceedings. Mr. President, as we stated in our previous briefings on this topic, any intentional damage to critical civilian infrastructure is of serious concern.”

9. SOUNDBITE (Russian) Dmitry Polyanskiy, Deputy Permanent Representative to the United Nations, Russian Federation:
“This version of events began circulating in Western discourse about two and a half years ago, immediately after the well-known U.S. journalist and Pulitzer Prize winner Seymour Hersh published his investigation. In it, he presented substantial evidence and reasoning that pointed to the direct involvement of the administration of former U.S. President Joe Biden in organizing and carrying out the crime.”

11. SOUNDBITE (Russian) Dmitry Polyanskiy, Deputy Permanent Representative to the United Nations, Russian Federation:
“Multiple leaks also pointed to arrangements between the Biden administration and former German Chancellor Olaf Scholz, suggesting that the U.S. and German secret services tried to develop an alternative version of events to divert international attention from evidence pointing to the former U.S. administration and its NATO allies.”
12. Wide shot, Security Council
13. SOUNDBITE (English) Representative to the United Nations, United States:
“We again reject efforts to politicize this issue, to prejudge the outcome of the ongoing judicial process, and to use the Nord Stream sabotage as a basis for leveling hyperbolic accusations and escalatory rhetoric. Let's not focus the time and attention of this Council on an incident that took place nearly three years ago, but rather on ending the war in Ukraine.”

16. SOUNDBITE (English) Dmitry Polyanskiy, Deputy Permanent Representative to the United Nations, Russian Federation:
“You know that from the outset, we were criticizing the investigations from Denmark, Sweden and Germany. Two of them, of Sweden and Denmark, have already concluded, actually concluded by establishing the fact that there was a sabotage of Nord Stream. This is, of course, something very substantial for one and a half years of investigation.”

The United Nations Security Council on Tuesday (26 Aug) discussed the ongoing investigation into the 2022 explosions that damaged the Nord Stream gas pipelines in the Baltic Sea.
Briefing the Council, Miroslav Jenča, UN Assistant Secretary-General for Europe, Central Asia and the Americas, said a joint letter from Denmark, Germany and Sweden had transmitted new information about the probe.
“According to this communication, the Federal Public Prosecutor General of Germany continues to conduct criminal investigations on the sabotage against the Nord Stream 1 and 2 pipelines,” Jenča said. He added that the German authorities had stressed the inquiry was being carried out “impartially, independently and in line with fundamental principles of the rule of law.”
Jenča noted that a Ukrainian national had been arrested in Italy on 21 August based on a European arrest warrant requested by German prosecutors. He said the United Nations was not in a position to comment on ongoing investigations or legal proceedings but underlined that “any intentional damage to critical civilian infrastructure is of serious concern.”
Russia’s Representative Dmitry Polyanskiy said Western narratives about the incident emerged “immediately after the well-known U.S. journalist and Pulitzer Prize winner Seymour Hersh published his investigation,” which he said pointed to the involvement of the administration of former U.S. President Joe Biden.
Polyanskiy also said “multiple leaks pointed to arrangements between the Biden administration and former German Chancellor Olaf Scholz,” suggesting efforts by U.S. and German intelligence services to promote “an alternative version of events” to divert attention from evidence implicating Washington and its NATO allies.
The United States’ representative rejected what they described as attempts “to politicize this issue, to prejudge the outcome of the ongoing judicial process, and to use the Nord Stream sabotage as a basis for leveling hyperbolic accusations and escalatory rhetoric.”
The U.S. envoy added, “Let's not focus the time and attention of this Council on an incident that took place nearly three years ago, but rather on ending the war in Ukraine.”
Speaking earlier at the stakeout, Polyanskiy said Russia had long questioned the investigations conducted by Denmark, Sweden and Germany. “Two of them, of Sweden and Denmark, have already concluded, actually concluded by establishing the fact that there was a sabotage of Nord Stream. This is, of course, something very substantial for one and a half years of investigation,” he said.
