4. SOUNDBITE (English) Jérôme Bonnafont, Permanent Representative to the United Nations, France:
“This roadmap involves an immediate ceasefire in Gaza and the release of all of the hostages. It involves the establishment of a Palestinian state that is viable and sovereign. It involves the disarmament of Hamas and its exclusion from governance in Gaza. And it involves the normalisation between Israel and the Arab countries. And finally, it involves the implementation of collective security guarantees, including Israel.”

6. SOUNDBITE (English) Jérôme Bonnafont, Permanent Representative to the United Nations, France:
“On behalf of France and Saudi Arabia, and on behalf of all of their co-sponsor states, for peace, for the achievement of the rights of peoples, for the settlement of the Israeli Palestinian question under the principles and values of the Charter, it's my honour to call upon the United Nations General Assembly to vote in favour of this draft resolution.”

8. SOUDNBITE (English) Danny Danon, Permanent Representative to the United Nations, Israel:
“This one-sided declaration will not be remembered as a step toward peace, only as another hollow gesture that weakens this Assembly credibility. This is not diplomacy. It is theatre. A carefully staged performance for headlines, not for peace. It doesn't shorten the war. It prolongs it. It does not weaken Hamas. It rewards them. It does not advance negotiations. It undermines them.”

10. SOUDNBITE (English) Danny Danon, Permanent Representative to the United Nations, Israel:
“This declaration is one sided. It does not designate Hamas as a terrorist organisation. And it dares to equate the release of Israeli hostages with the release of convicted terrorists. Shame on you. This meaningless political manoeuvre takes place while innocent people remained blindfolded in Gaza's tunnels, starved, tortured, waiting. Meanwhile, many members of this Assembly blindfold themselves by choice. By endorsing this declaration, you cover your own eyes. You choose not to see the truth, to ignore the facts.”

12. UPSOUND (English) Annalena Baerbock President, United Nations General Assembly, 80th Session:
“The result of the vote is as follows. In favour 142, against ten, abstentions 12. Draft resolution A / 80 / L-1/ Rev. 1 is adopted.”

15. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“I trust that this overwhelming vote and endorsement by all those who voted in favour of this resolution is an illustration of saying, yes, we have a plan. Yes, we have a detailed roadmap for peace, and we invite the party that is still pushing the option of war and destruction and attempts to eliminate the Palestinian people and steal their land, to listen to the sound of reason, to the sound of the logic of dealing with this issue peacefully, and for the overwhelming message that has resonated in this General Assembly today.”

Storyline

With 142 votes in favour, the General Assembly today (12 Sep) adopted a resolution endorsing the New York Declaration, which calls for the peaceful settlement of the question of Palestine and the implementation of the two-state solution.

Ten countries voted against the resolution drafted by France and Saudi Arabia, while 12 abstained.

Presenting the draft resolution, French Ambassador Jérôme Bonnafont said, “this roadmap involves an immediate ceasefire in Gaza and the release of all of the hostages.

Bonnafont said, “on behalf of France and Saudi Arabia, and on behalf of all of their co-sponsor states, for peace, for the achievement of the rights of peoples, for the settlement of the Israeli-Palestinian question under the principles and values of the Charter, it's my honour to call upon the United Nations General Assembly to vote in favour of this draft resolution.”

Speaking before the vote, Israeli Ambassador Danny Danon said, “this one-sided declaration will not be remembered as a step toward peace, only as another hollow gesture that weakens this Assembly credibility. This is not diplomacy. It is theatre. A carefully staged performance for headlines, not for peace. It doesn't shorten the war. It prolongs it. It does not weaken Hamas. It rewards them. It does not advance negotiations. It undermines them.

Danon said, the New York Declaration “does not designate Hamas as a terrorist organisation. And it dares to equate the release of Israeli hostages with the release of convicted terrorists.”

He said, “this meaningless political manoeuvre takes place while innocent people remained blindfolded in Gaza's tunnels, starved, tortured, waiting. Meanwhile, many members of this Assembly blindfold themselves by choice. By endorsing this declaration, you cover your own eyes. You choose not to see the truth, to ignore the facts.”

For his part, Palestinian Ambassador Riyad Mansour said, “I trust that this overwhelming vote and endorsement by all those who voted in favour of this resolution is an illustration of saying, yes, we have a plan.

The New York Declaration was introduced during the High-level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution that took place in New York from 28 to 30 July.

The United States and Israel did not participate.
