“We must face the evidence: Haiti is at the epicenter of an unprecedented regional threat. Powerful and heavily armed criminal networks are seeking to destabilize the country and to dominate the economies of our entire shared space. The new frontline of this struggle is in Haiti. If we fail to confront them on our soil, it will be illusory to contain them elsewhere in the region.”

“Today, it is imperative to mobilize a robust force, with a clear mandate and adequate material, logistical and financial means. In this regard, the lessons from MMAS experience and the recommendations of Haitian experts must be used. We also need strengthened international cooperation, based on best practice sharing and rigorous customs controls, in order to stop the flow of weapons, ammunition, drugs, and funding to the gangs. Peace can only be restored if our regional partners ensure, through concrete measures, that their territories no longer serve as points of origin or transit for these traffics.”

“We welcomed the French Presidency’s declaration acknowledging the need to create spaces for dialogue and historical truth, as well as the resolution of 5 June 2025 by the French National Assembly recognizing the injustice of this ransom. Haiti has established the National Committee for Reparations and Restitution, and we call for these steps to be followed by concrete action.”

Addressing the General Assembly’s General Debate today (25 Sep) Anthony Franck Laurent Saint Cyr said, “The international community must, alongside Haiti, deploy major resources: no half-measures, but strong, coordinated and immediate action.
