4. SOUNDBITE (English) Ramiz Alakbarov, Deputy Special Coordinator for the Middle East Peace Process, United Nations:
“Senior Israeli officials continue to call for the mass displacement of Palestinians outside Gaza, expansion of Israeli military operations towards the full control of Gaza by Israel, and the re-establishment of settlements in Gaza. Some also called for annexation and advancement of settlements in the occupied West Bank that would bury the idea of the Palestinian state and called for stopping all humanitarian aid and lifesaving services into Gaza until all hostages are released. A senior official released a statement, asserting that there will be no Palestinian state to the west of the Jordan River and highlighting his past efforts to prevent the creation of a Palestinian state.”

6. SOUNDBITE (English) Ramiz Alakbarov, Deputy Special Coordinator for the Middle East Peace Process, United Nations:
“Israeli settlement expansion continues to accelerate alongside the proliferate of outposts and steps in the Israeli Knesset, promoting the annexation of the West Bank. Israeli settlements have no legal validity and constitute a flagrant violation of international law and resolutions. They are systematically shrinking the territory of the Palestinian state and further entrenching Israel's unlawful occupation. The advancement of the E1 plan is a calamitous development. If implemented, it would effectively severe the connection between the northern and southern West Bank, further undermining the contiguity of an independent and sovereign Palestinian state, increasing risk of forced displacement and fuelling tensions.”
7. Med shot, Israeli Ambassador Danny Danon
8. SOUNDBITE (English) Ramiz Alakbarov, Deputy Special Coordinator for the Middle East Peace Process, United Nations:
“The situation in Gaza is morally, politically and legally intolerable. Mass casualty incidents have mounted as operations in Gaza City expand. The collective punishment of Palestinian people can never be justified and must end immediately. The forced displacement of Palestinian population from any part of the occupied Palestinian territory is unacceptable and violates international law. I strongly reject any form of ethnic cleansing.”
9. Wide shot, Palestinian Ambassador Riyad Mansour addressing Council
10. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“Palestine will not disappear, but everyday children, women, men, entire families disappear. Communities are uprooted. Neighbourhoods are turned to dust. Lives are shattered. Land is grabbed. Homes are demolished. This is the dark reality of life in Palestine under Israel's illegal occupation.”
11. Wide shot, Mansour addressing Council
12. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“We have been confronted as a nation with the denial of our rights, with an attempt that continues to this day to push us out of geography and history, to deny our existence, our belonging to the land, our rights as human beings and as a people.”
13. Wide shot, Mansour addressing Council
14. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“The world mobilised for peace. President Trump assembled leaders from the region to push for an end of the war and to advance peace, to stop the bloodshed, to release the hostages and prisoners, to end the famine, to bring peace. President Trump also expressed clear rejection of annexation, which we welcome.”
15. Med shot, Danon addressing Council
16. SOUNDBITE (English) Danny Danon, Permanent Representative to the United Nations, Israel:
“You can bury your head in the sand, or you can confront it. Israel doesn't have the luxury of ignoring it. We will confront terror. All those who turned a blind eye to Gaza two decades ago, now see the results. We will not repeat that mistake in Judea and Samaria. Neither should this Council.”
17. Med shot, Danon addressing Council
18. SOUNDBITE (English) Danny Danon, Permanent Representative to the United Nations, Israel:

21. Wide shot, Mansour addressing Council
22. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“We have chosen peace. You have chosen peace. There is a party that is beating the drums to move it in the direction of the West Bank, and we should succeed in not allowing them to do so.”
23. Wide shot, Danon addressing Council
24. SOUNDBITE (English) Danny Danon, Permanent Representative to the United Nations, Israel:
“We gave you the keys. We told you will rule Gaza, the PA. You got the opportunity, but you are not able to confront the extremists. Hamas took over, and then we had no choice after October 7 to go in. And the same will happen in Judea and Samaria.”
25. Wide shot, end of meeting
Briefing the Security Council on the implementation of its resolution 2334, the Deputy Special Coordinator for the Middle East Peace Process, Ramiz Alkbarov today (29 Sep) said Israeli settlements “have no legal validity and constitute a flagrant violation of international law and resolutions,” and they are “systematically shrinking the territory of the Palestinian state and further entrenching Israel's unlawful occupation.”
Alkbarov said senior Israeli officials “continue to call for the mass displacement of Palestinians outside Gaza, expansion of Israeli military operations towards the full control of Gaza by Israel, and the re-establishment of settlements in Gaza.”
Some, he continued, “also called for annexation and advancement of settlements in the occupied West Bank that would bury the idea of the Palestinian state and called for stopping all humanitarian aid and lifesaving services into Gaza until all hostages are released.”
A senior Israeli official, Alkbarov said, “released a statement, asserting that there will be no Palestinian state to the west of the Jordan River and highlighting his past efforts to prevent the creation of a Palestinian state.”
The Deputy Special Coordinator told the Council that Israeli settlement expansion “continues to accelerate, alongside the proliferation of outposts and steps in the Israeli Knesset promoting the annexation of the West Bank.”
He said, “the advancement of the E1 plan is a calamitous development. If implemented, it would effectively severe the connection between the northern and southern West Bank, further undermining the contiguity of an independent and sovereign Palestinian state, increasing risk of forced displacement and fuelling tensions.”
On Gaza, Alkbarov said the situation was, “morally, politically and legally intolerable,” as “mass casualty incidents have mounted as operations in Gaza City expand.”
He said, “the forced displacement of Palestinian population from any part of the occupied Palestinian territory is unacceptable and violates international law” and “strongly” rejected “any form of ethnic cleansing.”
Palestinian Ambassador Riyad Mansour for his part said, “Palestine will not disappear, but everyday children, women, men, entire families disappear. Communities are uprooted. Neighbourhoods are turned to dust. Lives are shattered. Land is grabbed. Homes are demolished.”
Mansour said, “this is the dark reality of life in Palestine under Israel's illegal occupation.”
He said Palestinians have been “confronted as a nation with the denial of our rights, with an attempt that continues to this day to push us out of geography and history, to deny our existence, our belonging to the land, our rights as human beings and as a people.”
Following the General Assembly’s high-level week, Mansour said the world had “mobilised for peace.”
He highlighted the United States President Donald Trump had “assembled leaders from the region to push for an end of the war and to advance peace, to stop the bloodshed, to release the hostages and prisoners, to end the famine, to bring peace.”
He welcomed that “President Trump also expressed clear rejection of annexation.”
Israeli Ambassador Danny Danon told Council members, ‘you can bury your head in the sand, or you can confront it. Israel doesn't have the luxury of ignoring it. We will confront terror. All those who turned a blind eye to Gaza two decades ago, now see the results. We will not repeat that mistake in Judea and Samaria (West Bank).”
Danon said, “to those who question whether there is Hamas activity in the West Bank that threatens our security, the answer is yes.”
He said the Palestinian Authority (PA) “has not governed,” in the West Bank and instead “has filled textbooks with hatred, glorified violence in public squares and incentivized terror through its pay-to-slay policy.”
Retaking the floor, Mansour told the Council, “we have chosen peace. You have chosen peace. There is a party that is beating the drums to move it in the direction of the West Bank, and we should succeed in not allowing them to do so.”
Also retaking the floor, Danon said, “we gave you the keys. We told you will rule Gaza, the PA. You got the opportunity, but you are not able to confront the extremists. Hamas took over, and then we had no choice after October 7 to go in. And the same will happen in Judea and Samaria.”
United Nations Security Council Resolution 2334, adopted in December 2016, called for an end to Israeli settlement activity in Palestinian territories and emphasized their illegality under international law.”
