United States Ambassador Michael Waltz today (1 Oct) told the General Assembly that President Donald Trump's peace plan for Gaza conflict “sets a path forward for the immediate end of the war, the immediate release of all 48 hostages, the complete disarmament of Hamas, the demilitarization of the Gaza Strip, and the economic redevelopment of Gaza.”

At the outset of a General Assembly debate on the US veto of a Security Council resolution on Gaza last month, GA President Annalena Baerbock said, “it's not the United Nations as an institution failing on Gaza. UN staff is even risking their lives to overcome the blockage of humanitarian aid. And the wider membership of this organisation has spoken with clarity.”

The resolution vetoed in the Security Council, Baerbock said, contained “the core demands” already adopted by the General Assembly, namely “an immediate, unconditional and permanent cease fire respected by all parties; the immediate and dignified release of all hostages held by Hamas and other groups; and the immediate lifting of all restrictions on the entry and distribution of humanitarian aid throughout Gaza delivered safely and at scale by the United Nations and its partners in respect to international humanitarian law and its obligations.”

Waltz said the United States had vetoed the resolution as “it failed to condemn Hamas, and it failed to recognise Israel's right to defend itself, amongst other serious defects,” and Council members had “ignored when the United States made it clear that this resolution was unacceptable.”

The US Ambassador stressed that Israel “has repeatedly accepted proposed terms that would end the war,” including Trump’s plan, “just 48 hours ago.”

Palestinian Ambassador Riyad Mansour welcomed “the important efforts of President Trump to end the bloodshed and save lives,” as well as “his clear rejection of annexation of Palestinian land and of forcible displacement of the Palestinian people that was reflected in the plan he announced.”

Mansour said, “there were plans before, but there was never such momentum for peace demanded by the duty we all share to bring an end to the horrors our region witnessed the last two years and to end the colossal human suffering that shames us all.”

He said the plan’s measure of success “is Palestinian self-determination and the independence of the State of Palestine. That is the single most important contribution to peace and a legacy defining achievement.”

The veto initiative resolution, adopted in 2022, mandates the General Assembly to meet within 10 days to debate any Security Council veto cast by a Permanent Member.
