3. SOUNDBITE (English) Annalena Baerbock, President, General Assembly:
“We shall now make a decision on Resolution A/80/L.5, entitled Doha Political Declaration of the World Social Summit, another title the Second World Summit for Social Development. May I take it that the Assembly decides to adopt Resolution A/80/L.5? It is so decided.”
4. Wide shot, audience in the Plenary Hall
5. SOUNDBITE (English) Annalena Baerbock, President, General Assembly:
“Copenhagen taught us 30 years ago that social development and inclusion is essential for strong societies. Today, Doha must go the last mile and teach us how to leave no one behind, end social injustice, and guarantee dignity for everyone. In prioritizing a ‘people-first' approach, Copenhagen helped give birth to the SDGs, and later the Pact for the Future.”
6. Wide shot, Plenary Hall
7. SOUNDBITE (English) Antonio Guterres, Secretary-General, United Nations:
“The Doha Political Declaration represents a booster shot for development. At its heart, the Declaration is a people’s plan. Bringing it to life requires action in four areas. First - a people’s plan means accelerating our fight against poverty and inequality.”
8. Wide shot, Plenary Hall
9. SOUNDBITE (English) Antonio Guterres, Secretary-General, United Nations:
“Second - a people’s plan requires a laser focus on job-creation and employment. In every country, governments and the private sector must join forces to promote decent work, living wages and pathways for workers to transition from the informal economy to jobs in the green, digital and care economies.”

11. SOUNDBITE (English) Antonio Guterres, Secretary-General, United Nations:
“Throughout, we need to strengthen labour protections, so profits never come at the expense of workers’ rights. Third - a people’s plan requires financing. At June’s Financing for Development Conference in Sevilla, leaders committed to unlocking more finance for developing countries.
National governments must lead the way by mobilizing domestic resources.”

13. SOUNDBITE (French) Antonio Guterres, Secretary-General, United Nations:
“And finally - a people’s plan must bring people together, not drive them apart. Too many people are being left behind - including women, minorities, migrants and refugees, older persons, Indigenous Peoples, persons living with disabilities and young people.”
14. Wide shot, Sheikh Tamim bin Hamad Al-Thani makes his way to the podium
15. SOUNDBITE (Arabic) Sheikh Tamim bin Hamad Al-Thani, Amir of the state of Qatar:
“The State of Qatar takes pride in hosting this summit, which comes thirty years after the first Summit held in Copenhagen in 1995. It is an event that affirms the spirit of solidarity and international cooperation in addressing the challenges that hinder economic growth, and slow down the achievement of human development goals, which will threaten social peace.”

Storyline

During the opening session of the Second World Summit for Social Development in Doha, global leaders today (04 Nov) adopted the Doha Political Declaration - a renewed pledge to advance social justice, inclusion, and sustainable development for all.

Presiding over the session, President of the General Assembly Annalena Baerbock announced the adoption of the resolution.

Baerbock said, “Copenhagen taught us 30 years ago that social development and inclusion is essential for strong societies. Today, Doha must go the last mile and teach us how to leave no one behind, end social injustice, and guarantee dignity for everyone.” She added that the “people-first” approach launched in Copenhagen helped inspire both the Sustainable Development Goals and the Pact for the Future.

Secretary-General António Guterres said, “The Doha Political Declaration represents a booster shot for development. At its heart, the Declaration is a people’s plan.”

He said implementing that plan requires “accelerating our fight against poverty and inequality,” and “a laser focus on job-creation and employment.”

Guterres added that the plan requires financing, recalling that “at June’s Financing for Development Conference in Sevilla, leaders committed to unlocking more finance for developing countries. National governments must lead the way by mobilizing domestic resources.”

Guterres also said, “And finally - a people’s plan must bring people together, not drive them apart. Too many people are being left behind - including women, minorities, migrants and refugees, older persons, Indigenous Peoples, persons living with disabilities and young people.”

During the opening session, Sheikh Tamim bin Hamad Al Thani was elected Chair of the Second World Summit for Social Development.

Amir Al Thani said his country takes pride in hosting this Summit, and that the event “affirms the spirit of solidarity and international cooperation in addressing the challenges that hinder economic growth, and slow down the achievement of human development goals, which will threaten social peace.”
