1. Wide shot, UN headquarters
17 NOVEMBER 2025, NEW YORK CITY
2. Wide shot, Security Council
SOUNDBITE (English) Mike Waltz, Ambassador, Permanent Representative to the United Nations, United States:
“Today, we have the power to douse the flames and light a path to peace. That path is the draft United Nations Security Council resolution before us—a bold, pragmatic blueprint born from President Trump's 20-point Comprehensive Plan [to] End the Gaza Conflict.”
3. UPSOUND (English) Julius Maada Bio, President, the Republic of Sierra Leone:
“I shall put the draft resolution to the vote now. Will those in favor of the draft resolution contained in document S/2025/748 please raise their hand. Those against? Abstentions? The result of the voting is as follows: 13 votes in favor, zero votes against, two abstentions. The draft resolution has been adopted as resolution 2803 (2025).”
4. SOUNDBITE (English) Mike Waltz, Ambassador, Permanent Representative to the United Nations, United States:
“The International Stabilization Force will stabilize the security environment—support the demilitarization of Gaza, dismantle terrorist infrastructure, decommission weapons, and maintain the safety of Palestinian civilians. We believe that the investment that will follow adoption today will revitalize Gaza’s economy, providing Palestinians with an opportunity instead of saddling them with perpetual reliance on aid.”
5. Wide shot, Security Council
6. SOUNDBITE (Russian) Vasily Nebenzya, Permanent Representative to the United Nations, Russian Federation:
“The U.S. document is yet another pig in a poke. In essence, the Council is being asked to endorse a U.S. initiative based solely on Washington’s assurances, handing complete control over the Gaza Strip to a ‘Board of Peace’ and the ISF, the modalities of which remain entirely unclear. The key point is that this document must not become a fig leaf for unchecked U.S. experiments in Israel and the occupied Palestinian territory. It is crucial that it does not turn into a death warrant for the two-state solution.”
7. Various shots, Danny Danon of Israel, Security Council
8. SOUNDBITE (Chinese) Fu Cong, Ambassador Extraordinary and Plenipotentiary and Permanent Representative to the United Nations, People's Republic of China:
“The draft resolution is vague and unclear on many critical elements. The penholder is asking the Council to authorize the establishment of a Board of Peace and an International Stabilization Force that would play a key role in post-war governance in Gaza. These should have been explained in detail - including their structure, composition, terms of reference, and criteria for deployment, among other aspects. This information should have formed the essential basis for serious Council discussions. However, the draft resolution provides only skimpy details on these critical points. Despite repeated requests from Council members for further information, no response has been forthcoming from the penholder.”

11. SOUNDBITE (English) Julius Maada Bio, President, the Republic of Sierra Leone:
“I think the most important that has happened in Gaza is the ceasefire. And we must do everything to sustain that status quo as it is now. And this is the very first step. We cannot iron out everything, but I hope that with the commitment of the United States and all the other stakeholders in the region there, we’ll be able to iron out some of the issues that are still you are asking to know about. At this point in time, it is too early to propose or prescribe, but I think there is a commitment and we should all support that.”

14. SOUNDBITE (English) Mike Waltz, Ambassador, Permanent Representative to the United Nations, United States:
Today the United Nations proved it can be great again. The United Nations today proved it can be a beacon for peace, not just a bystander. The United Nations Security Council has just adopted the United States sponsored resolution on Gaza that does something we haven't seen in generations — it provides a real actionable pathway to a lasting peace for Palestinians and Israelis.
