“I know that most of you are tired, but as President of this conference, it is my duty to recognize some very important discussions that took place in Belém and that need to continue during the Brazilian presidency until the next COP. Even if they are not reflected in this text we just approved, we know some of you had greater ambitions for some of these issues at hand. I know the youth, civil society, will demand us to do more to fight climate change. I want to reaffirm that I will try not to disappoint you. During my presidency, as President Lula said at the opening of this COP, we need roadmaps so that humanity, in a just and planned manner, can overcome its dependence on fossil fuels, halt and reverse deforestation, and mobilize resources for these purposes. I, as President of COP30, will therefore create two roadmaps — one on halting and reversing deforestation, another on transitioning away from fossil fuels in a just, orderly and equitable manner.”

“Colombia wants to move forward. We want to be based on science, with peoples, with Indigenous peoples, the Afro-descendant peoples, the peasant, the woman, the youth, the people that is out there asking us to deliver an outcome that includes fossil fuels, that is transparent, and we feel that we could have the chance to do this and we are leaving us with no other option. So, I'm sorry, Mr. President, but Colombia objects the Mitigation Work Program. Thank you.”

“I have listened to and heard the concerns from parties regarding the decisions on the Global Goal on Adaptation and the Sharm el-Sheikh Mitigation Ambition and Implementation Work Program. We had extensive consultations with the Secretary-Director, and the Secretariat confirmed that the decisions have been gaveled and they are considered adopted. I deeply regret that I was not made aware of the request of the parties to take the floor. As many of you, I have not slept, and probably this has not helped, as well as my advanced age. So the decision on the GGA indicators provides for further and continuous refinement of work.”

In a pivotal outcome at COP30 in Belém, Brazil, countries agreed on a sweeping package to scale up climate finance and accelerate implementation of the Paris Agreement – but without a clear commitment to move away from fossil fuels.
In the closing meeting, COP30 President André Corrêa do Lago acknowledged what was left out of the deal: “We know some of you had greater ambitions for some of the issues at hand,” he said, adding, “I know the youth civil society will demand us to do more to fight climate change. I want to reaffirm that I will try not to disappoint you during my presidency.”
Reflecting on President Lula’s call at the opening of COP30 for ambition, Mr. do Lago announced plans to create two roadmaps: one to halt and reverse deforestation; and another to transition away from fossil fuels in a just, orderly and equitable manner, mobilizing resources for these purposes in a “just and planned manner.”
