“Angola is celebrating the fiftieth anniversary of its independence this year, and for me this visit has a deeply personal dimension; it is much more than just an official visit. The status quo is unsustainable, and without reforms, we will condemn entire generations to pay the price for decisions made elsewhere.”

"Given that a large part of the United Nations peacekeeping missions take place in Africa and that many of the objectives of the reforms we propose concern not only politics but also financial and international institutions—reforms that are in line with the interests of the African continent—it is essential to give a voice to Africa in all institutions, and the most obvious of all is the United Nations Security Council, where it is indeed scandalous that Africa does not have representation at the level of permanent members. This is unjustifiable and must be corrected as soon as possible."

Secretary-General António Guterres today (24 Nov) said Angola, fifty years since it gained independence, “shows how a country can emerge from war and become an actor of stability, mediation, and solidarity.”

Speaking at a joint press conference with the President of the National Assembly of Angola, Adão de Almeida, Guterres said Angola’s independence has for him a “deeply personal dimension” as “the national liberation struggle helped pave the way for democracy in my own country.”

He said the people of Angola were “determined to close the chapter of war and provide their children with a future without fear,” and added, “returning to Angola is returning to a country that profoundly shaped my journey and my consciousness.”

Responding to journalists’ questions, the Secretary-General said, “we need a profound reform of the global financial architecture that reflects today’s world, providing accessible and predictable financing instead of punishing the victims of crises they did not cause. And one that gives African countries the place they deserve in every international institution, including financial institutions and the United Nations Security Council, where it is scandalous that there are still no permanent members from the African continent.”

He said, “the status quo is unsustainable, and without reforms, we will condemn entire generations to pay the price for decisions made elsewhere.”

Guterres stressed that the United Nations team in Angola “is fully committed to supporting the country, in line with Angola's vision of sustainable and inclusive development, in education, health, social protection, governance, gender equality, economic diversification, and climate resilience.”

The Secretary-General said it was “essential to give a voice to Africa in all institutions, and the most obvious of all is the United Nations Security Council, where it is indeed scandalous that Africa does not have representation at the level of permanent members.”

He said, “this is unjustifiable and must be corrected as soon as possible."

During his official visit to Angola, Guterres addressed the 7th Annual African Union-European Union Summit in Luanda where he underscored that the AU and EU have the power to uphold the Charter, broker agreements, and steer the world towards a more stable, more inclusive reality, where international law prevails and injustices and inequalities are progressively eliminated. 

He also spoke at a National Assembly Special Session organized to hear from him.

Also this morning, the Secretary-General met the President of the Republic of Angola, João Manuel Gonçalves Lourenço.
