To that end, we expect ambitious and tangible reform proposals in the 2027 and 2028 budgets, including structural realignments, improved efficiency, and the elimination of duplication. We urge the Secretary-General to put forward bold proposals that deliver the structural changes the United Nations urgently needs.”

The General Assembly’s Fifth Committee today (30 Dec) adopted a draft resolution approving the United Nations programme budget of $3.45 billion for 2026.

The Assembly, without debate, adopted the Report of the Fifth Committee, which deals with internal United Nations administrative and budgetary matters.

At the closing of the substantive session of the Fifth Committee, earlier today, France’s Ambassador Jérôme Bonnafont highlighted “the constructive spirit that prevailed over these discussions over these weeks is to confirmation of multilateralism and reaffirms their unanimous attachment to UN that we would like to see be modern and geared towards results.”

Bonnafont said the adoption of the 2026 budget “unequivocally validates the first vector of the UN 80 initiative launched by the Secretary-General,” adding that the budget “is balanced and ambitious” and “demonstrates the capacity of our organization to reform itself.”

The French Ambassador stressed the budget “must now be fully implemented,” and called on Member States “to pay up their assessed contribution in full and in time, starting at the beginning of 2026.”

He said, “Payment is not an option. It's a duty for all of us. And France is wholeheartedly committed to it.”

United States Representative Jeffrey Bartos told the meeting that US President Donald Trump “has made clear he believes the UN still has potential,” adding that “already, his guidance and encouragement have made that potential more real, illustrated by the results we have achieved here in the Fifth Committee.”

Bartos said, “today marks an important first step in our comprehensive reform efforts. As our collective resolution clearly states, reforms are not a one-time exercise. To that end, we expect ambitious and tangible reform proposals in the 2027 and 2028 budgets, including structural realignments, improved efficiency, and the elimination of duplication.”

He urged Secretary-General António Guterres “to put forward bold proposals that deliver the structural changes the United Nations urgently needs.”

The budget is divided into three sections: Section A concerns the budget appropriations for the year 2026; Section B concerns the revised income estimates for the year 2026; and Section C concerns the financing of appropriations for the year 2026.
