2. UPSOUND (Ukrainian followed by English translation) Oleg, Chef from Chernihiv City in the north of Ukraine, who established the initiative in 2025 with support from the NGO, private sector and authorities:
“This is the Food Truck, a project of the Food Without Borders initiative. It was designed to respond to crisis situations like the one Ukraine is facing today. Equipped with modern facilities, it can prepare up to 5,000 free meals per day.”

“Here we are in front of a food truck run under the Food Without Borders initiative, in the middle of winter. With continued attacks on energy infrastructure, many people are experiencing long periods without electricity, heating, water and food. This is a remarkable initiative. We met Oleg, a chef with ten years of experience, who started transforming a regular truck into this mobile kitchen a year ago. Over the past year, he told me, the team has prepared half a million meals. Once again, I am deeply impressed by what individuals and civil society are doing, and by the strong collaboration between communities, civil society and the authorities.”

With temperatures dropping to minus ten degrees — and even minus fourteen yesterday — this support is critical. Similar projects have been implemented across the country.”

“This winter has been very tough for us. We live on the outskirts of Boryspil and have no electricity at home. We came here to warm up, as it was very cold in our house, and to charge our phones and the children’s devices.”

On 14 January 2026, Matthias Schmale, Humanitarian Coordinator in Ukraine, and Andrea De Domenico, Head of United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Ukraine, met with regional authorities and humanitarian partners in Boryspil Town to discuss support for vulnerable people as extreme winter conditions persist across the country. With temperatures dropping to –10°C and below and frequent power disruptions, winter has become increasingly challenging for many communities.
The meeting took place just after the launch of the 2026 Humanitarian Needs and Response Plan, as a deepening winter crisis unfolded alongside ongoing attacks on energy infrastructure. Across large urban centres, hundreds of thousands of people are facing prolonged outages of electricity, water and heating, leaving older people, people with limited mobility and families with children vulnerable in cold homes. Humanitarian actors are working alongside municipal and national services to provide immediate assistance, including heating points where people can heat up, charge devices and receive basic support, while calling for a rapid scale-up and more sustainable solutions to meet growing needs.
