Storyline

The Security Council adopted a Bahrain-led resolution on the Middle East crisis, while a Russian-led text failed to secure enough votes.

Today (11 Mar), the Security Council - voted on two competing draft resolutions on the escalating crisis in the Middle East: one by Bahrain supported by Jordan and the GCC; the other from Russia condemning Israeli-US attacks (TBC)

The Bahrain-led resolution was adopted with 13 votes in favour and 2 abstentions (China, Russia) – the text “condemns in the strongest terms the egregious attacks” by Iran against Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, UAE and Jordan, adding that “such acts constitute a breach of international law and a serious threat to international peace and security.”

It also demands the “immediate cessation” of all attacks by Iran against these countries.

The draft was presented by Bahrain on behalf of Gulf Cooperation Council (GCC) members – Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and UAE, as well as Jordan.

It was co-sponsored by 135 UN Member States.

Jamal Fares Alrowaiei, Permanent Representative of Bahrain, commented, “The message is clear: the international community is resolute in rejecting these Iranian, unjust hostile attacks that are targeting sovereign countries and that are threatening the stability of the peoples, especially in a region of strategic importance to global economy, energy security and security of global trade.”

Fu Cong, Chinese Permanent Representative to the United Nations, said, “This conflict has neither legitimacy nor legal basis. Its continuation would bring harm without any benefit, the fundamental way to prevent further deterioration of the situation is for the US and Israel to cease their military operations. At the same time, the sovereignty, security and territorial integrity of the Gulf Arab states must also be fully respected.”

Amir-Saeid Iravani, Iranian Permanent Representative to the United Nations, said, “This resolution is a manifest injustice against my country, the main victim of a clear act of aggression. It distorts the realities on the ground and deliberately ignores the root causes of the current crisis.”

He also said, “Iran reemphasizes that its defense operation targeting United States military bases and facilities in the region are in no way against sovereignty and territorial integrity of the regional countries. Also, the Israeli regime has succeeded in dragging the United States into a regional conflict.”

He stressed, “Iran is the victim of this war, not the aggressor. The aggressor is the US and Israel. As long as the Security Council remains unable to fulfill its responsibility to maintain international peace and security, Iran has no choice but to continue to exercise its inherent right to self-defense.”

The Russian-led Security Council draft resolution has failed to be adopted after it did not receive the required number of votes in the Security Council.

For a resolution to pass, it must secure at least nine votes in favour from the Council’s 15 members and avoid a veto from the five permanent members.

The draft resolution received four votes in favour and two against, with nine members abstaining.

The draft text, among other points, urged “all parties” to immediately stop their military activities and refrain from further escalation in the Middle East and beyond – without naming any parties.

Russian Ambassador Vasily Nebenzya addressed the media after the Council and said, “The other resolution is a clear invitation for the aggressors to continue what they are doing. It is unbalanced. As I said, we offered very fair amendments which were completely ignored.”

Earlier today, the representative of Bahrain and other Gulf Cooperation Council (GCC) members talked to correspondents.
