“The world is set to overshoot the 1.5-degree temperature limit. To make this small and temporary, we must slash emissions and accelerate the transition towards renewables, while supporting affected communities and workers. Climate action requires climate justice — guaranteeing much higher financial support for developing countries. And critical minerals must be managed responsibly and sustainably, with increased added value in producing countries. No more plundering.”

Addressing the opening session of the Shanghai Cooperation Organization Summit, taking place in Kyrgyzstan’s capital, Bishkek, Secretary-General António Guterres today (1 Sep) said, “critical minerals must be managed responsibly and sustainably, with increased added value in producing countries,” calling for “no more plundering.”
Guterres said, “the world is set to overshoot the 1.5-degree temperature limit. To make this small and temporary, we must slash emissions and accelerate the transition towards renewables, while supporting affected communities and workers.”
He said, “climate action requires climate justice — guaranteeing much higher financial support for developing countries.”
In his remarks, the Secretary-General called for global security, including maximum restraint and respect for agreements and international law in the Middle East and a full and immediate ceasefire in Ukraine.
He also called for reform of the global financial architecture, climate action and guardrails for artificial intelligence to benefit all countries.
The Shanghai Cooperation Organization (SCO) is the world's largest regional organization by territory and population (3.5 billion people). It was founded in 2001 by the leaders of China, Russia, Kazakhstan, Tajikistan, Kyrgyzstan, and Uzbekistan, later expanding to include India, Pakistan, Iran, and Belarus.
Kyrgyzstan has been elected to the UN Security Council for the first time, for the 2027–2028 term. This places the country at the centre of international efforts to promote peace, security, and development.
On the on the margins of the Summit, Guterres met with Dr. Masoud Pezeshkian, President of the Islamic Republic of Iran. The Secretary-General expressed his concern regarding the devastating humanitarian and economic consequences of the conflict in Iran, in the region and beyond and stressed the urgent need to resolve the conflict through dialogue and negotiations, with full respect for international law, including international navigational rights and freedoms in and around the Strait of Hormuz.
