Storyline

More than a month after the small island nation erupted into violence, the situation in and around Dili remains tense.

The first phase of the UN refugee agency's emergency aid operation is now complete with the arrival of a container ship from Australia.

It brought 150 tonnes of tents, plastic sheets, blankets and kitchen sets.

By mid July another 200 tonnes of aid will have reached the capital.

An estimated 69,000 people are displaced in and around the capitol and more than 75,000 in the countryside- all living in makeshift camps.

For many, their homes were burnt or looted and they have no where else to stay. Others fear another round of violence:

SOUNDBITE (English) Florinde, displaced in Dili:
"We are sleeping here - we are spending all of our days and nights here, this is a refugee camp for all of us. We are scared to live at home and that's why we are here."

SOUNDBITE: Johann Siffointe, UNHCR, Timor Leste:
"Those people fled to those sites for security. They feel safe in those locations managed by the church and close by the international forces."

Timor Leste fell back into violence last month when disgruntled soldiers took to the streets.

Gangs roamed neighbourhoods burning and pillaging homes and businesses, and people ran for their lives- seeking safety.

UNHCR will not attempt to move the displaced to other locations.

It has set up some new camps but will concentrate on enhancing existing sites by transferring people into tents, which will improve sanitary conditions- safety and privacy.

VOX-POP (English) unnamed man in Tetun:
"We feel safe here but the people are getting sick, some people have sick stomachs and fever?"

SOUNDBITE (English) Johann Siffointe, UNHCR, Timor Leste:
"UNHCR is very concerned by the security within the sites. The tension is exacerbated by the overcrowded conditions in those existing sites."

The most vulnerable families and individuals will be the first transferred into the tents.

More than 1,700 tents have been set up in over 20 sites around Dili and UNHCR is now expanding its coverage to areas outside the capital- distributing tents, blankets and other items.

Australian troops are providing security at the camps - and conduct patrols at night.
