3. SOUNDBITE (French) Ambassador Jean-Marie Ripert, Permanent Representative of France, United Nations:
“I think it’s interesting to note and maybe compare what is happening in eastern Chad, where the situation as of now is safe – even if there are still problems – in most of the camps, with what is unfortunately happening on the other side of the border. And I would also like to underline, to insist on the point the president of the European Union has made, that this shows once more the capacity of the European Union first to develop a joint foreign and defense policy, and also to intervene on the ground in Africa to keep the peace and solve conflicts.”

The UN Security Council today (17 March) welcomed the successful transfer of authority this weekend from the European Union force in Chad and the Central African Republic (EUFOR) to the United Nations mission known as MINURCAT.
The deployment of over 5,500 blue helmets - 300 police officers, 25 military liaison officers and 5,200 military personnel – to take over ongoing security and military operations from the European operation was approved by the Council in January.
Following the Council’s adoption of a presidential statement to welcome the handover, French Ambassador Jean-Marie Ripert met reporters and praised the government of Chad for its “perfect cooperation” with EUFOR throughout the mission. He said it was interesting to compare the relative safety of camps for displaced people in eastern Chad with “what is unfortunately happening” across the border in Darfur.
He added that the success of EUFOR demonstrated “once more” the capacity of the European Union to develop a joint foreign and defense policy and engage in peacekeeping on the ground in Africa.
EUFOR had been operating since March 2008 to help protect civilians and facilitate humanitarian aid to thousands of people uprooted due to insecurity in the two countries and neighboring Sudan.
Eastern Chad faces an acute humanitarian challenge with over 290,000 Sudanese refugees from the Darfur war, more than 180,000 internally displaced persons (IDPs) and a further 700,000 individuals among host communities in need of food, water and health care. Northern Central African Republic (CAR) has also been affected by a spill-over from the Darfur conflict as well as by other armed groups.
Speaking at the headquarters of the joint AU-UN mission in Darfur (UNAMID), UN-AU Special Representative Rodolphe Adada today welcomed the “colleagues” in MINURCAT and underlined the commitment of both “sister missions” to bring peace in the war-torn region.
He called on the governments of Chad and Sudan to “work together towards that goal as well."
