With five years to go before the 2015 deadline to achieve the Millennium Development Goals (MDGs), Secretary-General Ban Ki-moon said today (16 March) that progress has been uneven and without an accelerated action plan several Goals are likely to be missed in many countries.
Speaking to the General Assembly, the Secretary-General said that “we stand at a crossroads”, and despite some remarkable gains, “the challenge is still immense.”
He added that the multiple crises of the past two years coupled with natural disasters “threaten to reverse hard-won gains.”
In September, a high-level summit will be held on the MDGs, just prior to the start of the General Assembly’s annual General Debate bringing world leaders together in New York.
Ban said that the summit will offer an opportunity “to keep our promise to billions, yes, billions of poor and vulnerable people.”
At a later press conference, he told reporters that “we can do this” by the target date, and stressed that “we do not need new pledges if nations deliver on the financial commitments they have already made” and noted that he told the General Assembly “it is time to push the pace.”
The eight MDGs – which range from halving extreme poverty to halting the spread of HIV/AIDS and providing universal primary education, all by the target date of 2015 – form a blueprint agreed to by all the world’s countries and all the world’s leading development institutions.
The Secretary-General launched a new report today, entitled "Keeping the Promise" in which he unveils a new plan of action and highlights a number of countries that have made significant progress on the goals.
Turning to other matters, Ban warned that with the upcoming rainy season, Haiti is facing a renewed humanitarian crisis. He said that “we are in a race against time” and called on the international community “to stand by Haiti” and mobilize resources towards providing safer shelter to internally displaced people (IDPs).
The Secretary-General had stern words towards Israel, condemning the government’s plan for 1,600 new housing units in Jerusalem. He said “directly and without equivocation” that “settlements are illegal under international law.”
The so-called Quartet on the Middle East – comprised of Russia, the UN, the United States and the European Union is meeting in Moscow on 17 March and will discuss the settlements issue.
