“In respect of Venezuela’s obligations, under Article 86 of the Rome Statute Venezuela has the obligation to fully cooperate with the court including in the enforcement of arrest warrants. So, that’s the obligation of Venezuela if [Sudanese President] Al-Bashir or other persons under charges pending from the ICC. That’s the obligation for Venezuela and other State Parties.”

“We really hope that in Kampala [at the Review Conference of States Parties to the ICC] the definition of aggression can be included in the Statute, can be then implemented in national legislations, and we hope that the other problem of the conditions for the exercise of the jurisdiction of the court will be resolved in a way that will leave the complete independence of the Court as it is today regarding the other three core crimes under international law.”

Director of the International Law and Human Rights Programme at Parliamentarians for Global Action (PGA) David Donat Cattin briefed reporters today (23 March) on the resumed session of the Assembly of States Parties to the Rome Statute of the International Criminal Court (ICC).
Regarding the upcoming Review Conference of States Parties to the ICC in Uganda from May-June 2010, Donat Cattin said that “we are coming to an important juncture in the fight against impunity” and especially against those who “commit aggressive wars.”
He also underlined the need for a “definition of aggression” which could be implemented in national legislations and expressed hope that this definition would be framed at the Kampala conference.
When asked about Sudanese President Omar Hassan Al-Bashir’s possible visit to Venezuela, Donat Cattin stated that as a State Party to the Rome Statute of the International Criminal Court, Venezuela “has the obligation to fully cooperate with the court including in the enforcement of arrest warrants.”
The ICC, which is based in The Hague, issued an arrest warrant for President Omar Al-Bashir in March 2009 for alleged war crimes and crimes against humanity committed in Darfur, where an estimated three hundred thousand people have died since 2003 due to fighting between Government forces and allied Arab militiamen, known as the Janjaweed.
