As the Security Council met to consider downsizing the military component of the UN Mission in Chad and the Central African Republic (CAR) (MINURCAT) today (7 May), the UN Refugee Agency (UNHCR) reported that over a thousand refugees are fleeing the latest wave of violence in CAR into neighboring Chad.
UNHCR staff in southern Chad have begun transporting around 1,100 newly arrived refugees from CAR to Moula Camp, where they can receive proper help.
The refugees fled their home region of Sido in northern CAR and sought shelter across the border in Chad's Moyen Chari province two weeks ago. Government troops have been fighting rebel fighters in Sido.
United Nations Humanitarian chief John Holmes, who spoke to reporters today, upon his return from western Africa, said that MINURCAT should be extended for a longer period “until alternative arrangements are made because the consequences for protection of civilians could also and the humanitarians themselves could be very significant.”
The Security Council heard a briefing from Youssef Mahmoud, the UN Special Representative in Chad and CAR. He presented Secretary-General Ban Ki-moon’s latest report calling for a reconfiguration MINURCAT.
As outlined in the report, the Mission’s military component will be reduced from its current strength of 3,300 personnel in Chad to 1,400 troops and 500 support elements.
Insecurity in northern CAR over the past five years has left close to 200,000 people internally displaced in the seven prefectures of the north-western, northern and north-eastern regions of the country. A similar number of people have fled to neighboring countries.
