KYRGYZSTAN / GUTERRES

2 July 2010

During a visit to southern Kyrgyzstan, where thousands of people remain displaced, UN High Commissioner for Refugees Antonio Guterres warns that "violence can start again" if the country does not find away for its Kyrgyz and Uzbek communities "to live together, to respect each other and to feel that they belong to the same country." Storyline

UN High Commissioner for Refugees António Guterres visited to southern Kyrgyzstan this week and met returned refugees and victims of conflict in the city of Jalalabad.

Many who met Guterres appealed for better security. They spoke of feeling unsafe and of their fears about allowing their children outside. Others were concerned about having lost personal documents and their difficulties in replacing them.

SOUNDBITE (Uzbek) Displaced Woman 1:
“My neighbour’s son was beaten up so badly and then they forced him to give information so they could target another man’s house.”

SOUNDBITE (Uzbek) Displaced Woman 2:
“They stole everything. They burned down our houses. We only have one set of clothes and one headscarf.”

Guterres also visited parts of Jalalabad inhabited by ethnic Krygyz victims of last month's violence, including some whose businesses had been burned down.

SOUNDBITE (English) Antonio Guterres, High Commissioner for Refugees, United Nations:
“This country must find a way for these two communities to live together, to respect each other and to feel that they belong to the same country. And that means a lot of work to be done. The risk is, of course, if that will not happen, violence can start again.”

During his visit, Guterres pledged the UN Refugee Agency’s (UNHCR) support to Kyrgyzstan in providing effective humanitarian aid distributed in a non-discriminatory manner.

Since mid June, and with some tens of thousands of people having been displaced inside Kyrgyzstan as well as across the border into Uzbekistan, UNHCR has rushed hundreds of tonnes of emergency relief into the two countries in a series of massive air shipments from Dubai.

SOUNDBITE (Uzbek) Narmatova:
“I hope they will rebuild our houses. We were born in Kyrgyzstan and want to live in Kyrgyzstan. We’re begging them to rebuild our houses and leave our sons and daughters alone.”

UNHCR reported that aid distribution continues on a daily basis to the displaced population in Osh and Jalalabad provinces. Yesterday UNHCR with its implementing partner ACTED distributed light weight tents, plastic sheets, mattresses, blankets and kitchen sets to 262 families in the Majerum Taal and Alumbek Datka areas in Osh. The families also received food from the World Food Programme and jerry cans from UNICEF.
