United States (US) Secretary of State Hillary Clinton said today that “governments that turn their guns on their own people have no place” in the Human Rights Council (HRC).

Addressing the 47-member Council in Geneva, she praised the Arab League for being the “first multilateral organization to suspend Libya's membership despite the fact that Libya was serving as the Arab League chair.”

Many of the world's foreign ministers met in Geneva during the Council’s high-level session. Clinton, during her two day visit to the city, met with her counterparts including Russian Foreign Minister Lavrov, British Foreign Secretary William Hague as well as UN High Commissioner for Human Rights Navi Pillay to discuss the situation in Libya.

Addressing the Council, she said “democratic change must grow from within; it cannot be implanted from the outside” adding that “the West certainly does not have all of the answers” to such a change which is “proving tragically difficult in Libya.”

She also touched on her administration’s recent sanctions against Iran. The US is currently working with Sweden and other members to establish a special rapporteur who will be mandated to investigate and report human rights abuses in the country.

She added that such a move “will be a seminal moment for this Council, and a test of our ability to work together to advance the goals that it represents.”

The US has also imposed travel restrictions and financial sanctions on President Muammar al-Qadhafi and senior Libyan officials. It has halted its defence trade with the country.

Later at a press conference, Clinton said that, in addition to the sanctions, the US is in consultations with its international allies to consider imposing “a no-fly zone.”

Clinton talked about the challenging transition that lies ahead for Libya. She added that “Qadhafi ruled for 42 years by basically destroying all institutions and never even creating an army so that it could not be used against him, so the situation in Libya is so much more challenging than what is happening in Egypt.”

While Clinton meets in Geneva, UN Secretary-General Ban Ki-moon today travelled to Washington to discuss the Libyan situation with President Barack Obama.
