Newly appointed United Nations (UN) Humanitarian Coordinator for Libya Rashid Khalikov said that the humanitarian situation in and around Libya was changing “by the day” and that the UN does not have access inside Libya and “can only guess the magnitude of humanitarian need, particularly in the west.”

Speaking today at a press conference in Cairo, he thanked Libya’s neighbouring countries for their cooperation in alleviating the suffering of the people that had been forced to flee. Khalikov said he had very good discussions with the Egyptian authorities on cooperation and addressing the needs of the population who were crossing the border.

According to latest figures from the humanitarian agency, nearly 250,000 people mainly foreign workers of various nationalities had fled Libya since the outbreak of violence last month, with more than 130,000 to Tunisia, about 6,000 to Algeria and more than 2,000 to Niger.

Khalikov said that the UN was still waiting for permission from the Libyan authorities to send in a team to assess humanitarian needs there. He also repeated UN Emergency Relief Coordinator Valerie Amos’s call to all the concerned parties to protect civilians.

Earlier this week, the UN and its partners launched a $160 million appeal to address humanitarian needs arising from the crisis.

The appeal will help fund the current and planned activities of 17 aid groups in assisting people who have fled and for other affected people in Libya for the next three months, covering areas such as food security, nutrition, health care, water and sanitation and shelter
