There is no good terrorism or bad terrorism. The resolution will only cause the crisis to lengthen and will only cause more instability. On this basis we call on the Council not to support the draft resolution in order to maintain peace and security in Syria and in order to maintain the prestige and importance of the Human Rights Council."

Syrian Ambassador Faysal Khabbaz Hamoui, told a Special Session of the Human Rights Council in Geneva today (2 August) that the draft resolution being considered “is a clear submission to the will of some large states which are completely hostile to Syria”.

The Ambassador said that the allegations misconstrue the truth and constitute “an attempt to terrorise our country and wage war.”

The Human Rights Council is meeting to consider the human rights situation in Syria and is expected to pass a draft resolution condemning the Syrian government for its actions against demonstrators opposed to President Bashar al-Assad.

Khabbaz Hamoui told the meeting that "the language used in the draft resolution is hateful” and said that “if this resolution is ever adopted it'll be a message of violence, which some claim to combat."

This is the second Special Session the Council has held on Syria this year.

Last week a report by a fact-finding mission on Syria found the Syrian government guilty of widespread and systematic attacks against its own people that could possibly amount to crimes against humanity.

The report, produced by the Office of the UN High Commissioner for Human Rights, says these crimes may also warrant an investigation by the International Criminal Court.

Although the 13-member mission was not allowed in the country, the findings of the report are based on first-hand accounts obtained through interviews with victims and witnesses which detailed numerous reports of gross violations of human rights including murder, summary executions, indiscriminate targeting of peaceful demonstrators using snipers and helicopters, torture and unlawful arrests and detentions.
